Abstract

Penelitian ini membahas upaya United Nations High Commissioner for Refugees (UNHCR) untuk menangani isu pengungsi Suriah di Jerman. Resolusi dari isu ini akan dianalisis dengan Teori Konstruktivisme untuk memahami kebijakan Open Door Policy oleh Kanselir Angela Merkel dan konsep Organisasi Internasional dalam mengupas upaya UNHCR dalam menangani isu pengungsi di Jerman. Upaya UNHCR dilandasi oleh 1951 Convention dan 1967 Protocol Relating to the Status of Refugees serta bantuan dari organisasi lainnya sehingga lebih efektif dalam menjalankan mandatnya. Pengumpulan data untuk penelitian ini dilakukan dengan studi pustaka. Penelitian ini menggunakan metode kualitatif yang dianalisis secara deskriptif untuk menyimpulkan peran dan upaya UNHCR serta alasan Jerman menerima pengungsi berskala besar, enelitian ini menyimpulkan bahwa kerja sama UNHCR dengan pemerintah Jerman selaku negara tuan rumah sangat baik, serta UNHCR mendapat bantuan-bantuan dari organisasi internasional lain dalam mengupayakan keamanan dan keselamatan jangka panjang serta hak-hak bagi para pengungsi./ This research examines the efforts of the United Nations High Commissioner for Refugees (UNHCR) to deal with the issue of Syrian refugees in Germany, the resolution of this issue will be analyzed with Constructivism theory to understand Chancellor Angela Merkel's Open Door Policy and the concept of International Organizations in exploring UNHCR's efforts in overcoming refugee issue in Germany. UNHCR's efforts are based on the 1951 Convention and 1967 Protocol Relating to the Status of Refugees as well as assistance from other organizations to make it more effective in carrying out its mandate. Collecting data for this research is done by literature study. This research also uses qualitative methods which were analyzed descriptively to conclude the role and efforts of UNHCR and the reasons for Germany's acceptance of large-scale refugees and also other international organizations in the pursuit of long-term security and safety and the rights of refugees.
