Abstract

Penelitian ini bertujuan untuk menganalisa masalah pembajakan di Laut Sulu yang melibatkan tiga negara sekaligus yaitu Indonesia, Malaysia dan Filipina. Ancaman keamanan berupa pembajakan kapal diperbatasan ketiga negara mendorong kerja sama Trilateral Maritime Patrol Indomalphi (TMP Indomalphi). Dalam mengkaji masalah tersebut peneliti menggunakan Regional Security Complex Theory (RSCT) ditambah konsep-konsep keamanan maritim dan keamanan kooperatif. Metode penelitian yang digunakaan yaitu kualitatif model studi kasus dengan tipe analisis deskriptif berbasis data primer yang diperoleh dari hasil wawancara dan data sekunder dari dokumentasi. Hasil penelitian menemukan bahwa kerja sama TMP Indomalphi melalui pembangunan pos komando atau Maritime Comand Centre (MCC), patroli laut, dan patroli udara mampu menurunkan aksi pembajakan di Laut Sulu secara signifikan dari tahun 2016 hingga tahun 2022. Penelitian ini direkomendasikan untuk pengambilan keputusan dalam membuat kebijakan terkait ancaman keamanan maritim di Laut Sulu./ This study aims to analyze the problem of piracy in the Sulu Sea involving three countries at once, namely Indonesia, Malaysia and the Philippines. Security threats in the form of ship hijacking on the borders of the three countries encourage the Indomalphi Trilateral Maritime Patrol (TMP Indomalphi) cooperation. In examining this problem, the researcher uses the Regional Security Complex Theory (RSCT) plus the concepts of maritime security and cooperative security. The research method used is a qualitative case study model with descriptive analysis type based on primary data obtained from interviews and secondary data from documentation. The results of the study found that the Indomalphi TMP cooperation through the construction of a Maritime Command Center (MCC), sea patrol, and air patrol was able to significantly reduce piracy in the Sulu Sea from 2016 to 2022. This research is recommended for decision making in making policies related to maritime security threats in the Sulu Sea.
