Abstract

Kegiatan pelayanan farmasi rumah sakit merupakan salah satu kegiatan rumah sakit untuk menjamin terselenggaranya pelayanan kesehatan yang bermutu. Tujuan penelitian ini adalah melakukan analisis dampak dan kemungkinan semua risiko yang dapat menghambat terselesaikannya masalah dalam menilai persediaan sediaan farmasi, alkes dan BHP di RSU UKI dan menyediakan data untuk membantu langkah evaluasi untuk mengelola risiko. Metode penelitian berjenis kuantitatif. Hasil penelitian ini diantaranya, proses bisnis dalam menilai persediaan sediaan farmasi, alkes dan BHP di RSU UKI terdapat beberapa tahap diantaranya, penyusunan formularium, mengisi form Order Mutasi dan Amprahan, membuat material request, purchase order, dan distribusi. Ketiga risiko terbesar timbul pada bidang Manusia (SDM) yakni SDM pengelola persediaan obat jarang mengikuti training, pengelola persediaan obat di masing-masing depo persediaan obat masih perlu ditambah personilnya, tidak dilakukan pemeriksaan terhadap staf pengelola persediaan saat meninggalkan ruangan kerja, bidang Mesin/Proses (Program IT), yakni sistem IT belum terintegrasi, Program IT belum dapat menyajikan secara menyeluruh laporan mengenai jumlah saldo akhir obat, mutasi obat yang masuk dan keluar secara real time, risiko Proses kerja sistem IT dan koneksi jaringan internet lambat, pada bidang Organisasi risiko Jenjang tugas (job description) dan tanggung jawab dari staf, supervisor, kabag sampai ke direktur yang belum diatur atau belum dibuat struktur organisasinya, Koordinasi dan komunikasi antara personil dari setiap bagian yang terlibat bidang farmasi, akunting dan IT masih perlu dibenahi. Mitigasinya yaitu melakukan training SDM mengenai cara mencatat dan menyimpan obat dengan baik serta sesuai dengan standar manajemen RSU UKI, melakukan stock opname persediaan sesuai SOP, menambah jumlah serta melakukan pengawasan terhadap tenaga kerja, memperbaiki jaringan internet menjadi LAN, serta menyusun Job description yang jelas dan lengkap serta sesuai dengan kebutuhan organisasi pada instalasi farmasi RSU UKI. Kata Kunci: Persediaan, Analisis Risiko, Mitigasi./ ABSTRACK Name : James Sagala Study Program : Magister Management Title : Risk Analysis of Inventory at Pharmacy Installation of General Hospital UKI Hospital pharmacy service activities are one of the hospital activities to ensure the implementation of good quality health services. The purpose of this study is to analyze the impact and likelihood of all risks arising from inadequate governance of the supply of pharmaceuticals, medical equipment and BHP at UKI General Hospital and provide data to assist evaluation steps to manage risk. The research method is quantitative. The results of this study include, the business process in managing the inventory of pharmaceutical preparations, medical equipment and BHP at UKI Hospital there are several stages, including formulary preparation, filling in Mutation and Amrahan Order forms, making material requests, purchase orders, and distribution. The three biggest risks arise in the Human Resources (HR) field, namely the HR management of drug supply rarely attends training, the drug supply manager at each drug supply depot still needs to be added to personnel, there is no inspection of the inventory management staff when leaving the work room, the Machinery/Process field. (IT Program), namely the IT system has not been integrated, the IT Program has not been able to provide comprehensive reports regarding the amount of the final drug balance, drug mutations that enter and exit in real time, risks IT system work processes and slow internet network connections, in the field of risk organization Job descriptions and responsibilities from staff, supervisors, division heads to directors that have not been regulated or have not made an organizational structure. Coordination and communication between personnel from each part involved in the pharmaceutical, accounting and IT fields still needs to be improved. The mitigation is to conduct Human Resources training on how to record and store drugs properly and in accordance with the management standards of the UKI Hospital, carry out stock taking of supplies according to SOPs, increase the number and supervise the workforce, improve the internet network to LAN, as well as compile a clear job description, complete and in accordance with the needs of the organization at the UKI Hospital pharmacy installation.
