Abstract

Nama : Kindo Samora Situmorang Nomor Induk Mahasiswa : 1773150005 Judul Skripsi : Analisis Implementasi Pembangunan Infrastruktur Jalan di Desa Parbaba Dolok Kecamatan Pangururan Kabupaten Samosir Tahun Anggaran 2020. S.Sos., M.A Penelitian ini akan menguraikan implementasi pembangunan infrastruktur jalan dan faktor penghambat dalam pembangunan infrastruktur jalan di Desa Parbaba Dolok, Kecamatan Pangururan, Kabupaten Samosir, Provinsi Sumatera Utara. Metode yang digunakan dalam penelitian ini adalah metode kualitatif, dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Infrastruktur jalan merupakan aspek vital dan terpenting karena dapat menunjang aktivitas kehidupan masyarakat dalam berbagai aspek. Hasil penelitian menunjukkan bahwa penggunaan Anggaran Pendapatan dan Belanja Desa (APBDes) oleh pemerintah Desa Parbaba Dolok belum dapat berjalan maksimal terutama pada prioritas pembangunan infrastruktur jalan. Berbagai langkah telah ditempuh pemerintah desa untuk mengatasi persoalan ini yaitu melalui hasil musyawarah perencanaan desa (Musrenbangdes) telah disampaikan kepada pemerintah Kabupaten sehingga di respon baik oleh Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) dengan memberikan anggaran sebesar RP 900.000.000. Tetapi pada praktiknya keberadaan jalan masih kurang layak dan memadai ditandai dengan kondisi jalanan desa yang tidak merata, berlubang, berlumpur dan belum tersentuh aspal. Faktor penghambat dalam implementasi pembangunan infrastruktur jalan di Desa Parbaba Dolok yaitu: Pertama, Pengurangan anggaran infrastruktur jalan akibat pandemic Covid-19, Kedua, Kurangnya sinergitas antara pemerintah dengan masyarakat Desa Parbaba Dolok karena masalah pembebasan lahan, menyatakan permintaan itu tidak bisa dipenuhi karena perbaikan jalan ini adalah untuk kepentingan bersama./ Name : Kindo Samora Situmorang Student Identification Number : 1773150005 Thesis Title: Analysis of Development Implementation Road Infrastructure in Parbaba Dolok Village Pangururan District, Samosir Regency Fiscal Year 2020. S.Sos., M.A This research will describe the implementation of infrastructure development roads and inhibiting factors in the development of road infrastructure in the Village Parbaba Dolok, Pangururan District, Samosir Regency, Sumatra Province North. The method used in this research is qualitative method, with data collection techniques through interviews, observation and documentation. Road infrastructure is a vital and most important aspect because it can support activities of community life in various aspects. Research result shows that the use of the Village Revenue and Expenditure Budget (APBDes) by the Parbaba Dolok Village government has not been able to run optimally especially on the priority of road infrastructure development. Various steps have been taken by the village government to overcome this problem, namely through the results of village planning deliberations (Musrenbangdes) have been submitted to district government so that it was responded well by the Department of Public Works and Spatial Planning (PUPR) by providing a budget of RP 900,000,000. But in practice the existence of the road is still not feasible and adequate characterized by the condition of village roads that are uneven, potholed, muddy and untouched by asphalt. Inhibiting factors in the implementation of development road infrastructure in Parbaba Dolok Village, namely: First, budget reduction road infrastructure due to the Covid-19 pandemic, Second, Lack of synergy between the government and the people of Parbaba Dolok Village because of the issue of liberation land, stating that the request cannot be fulfilled due to this road repair is for the common good.
