Abstract

Penelitian ini bertujuan untuk mengetahui strategi Timor-Leste dalam membangun infrastruktur publik berbasis pemanfaatan kemajuan yang dimiliki kawasan Asia Tenggara. Proses penelitian menggunakan konsep-konsep pembangunan infrastruktur, politik luar negeri, dan diplomasi. Metode penelitian yang diterapkan adalah kualitatif deskriptif dengan teknik pengumpulan data dokumentasi. Hasil penelitian menemukan bahwa pembangunan infrastruktur public oleh pemerintah Timor-Leste dihadapkan empat hambatan utama yaitu: (1) kekurangan finansial, (2) ketidakcukupan ketersediaan bahan baku, (3) kapasitas sumber daya manusia yang terbatas; dan (4) komitmen pejabat politik. Ini mendorong Timor-Leste menerapkan strategi diplomasi multilateral dan bilateral kepada organisasi regional ASEAN, serta negara-negara Indonesia, Filipina, Malaysia, dan Thailand untuk membantu secara finansial, peralatan, bahan baku, dan peningkatan kapasitas pengetahuan dan keahlian sumber daya manusia untuk membangun infrastruktur publik di Timor-Leste./ This thesis aims to determine Timor-Leste strategy in the building of the public infrastructure by utilizing the progress of the Southeast Asian region.. The research process uses the concepts of infrastructure development, foreign policy, and diplomacy. The research method applied is descriptive qualitative with documentation data collection techniques. The results of the study found that the development of public infrastructure by the government of Timor-Leste was faced with four main obstacles, namely: (1) financial shortage, (2) insufficient availability of raw materials, (3) limited human resource capacity, and public official commitment. This prompted Timor-Leste to apply multilateral and bilateral diplomatic strategies to regional organization of the ASEAN, as well as the countries of Indonesia, Philippines, Malaysia, and Thailand to assist financially, equipment, raw materials, and increase the capacity of knowledge and expertise of the human resources to build public infrastructure in Timor-Leste.
