Abstract

India, salah satu negara yang memiliki populasi penduduk terpadat di dunia. Agama yang dianut pada umumnya adalah Hindu, namun masih terdapat agama lainnya seperti Muslim, Kristen, Sikh, Buddha, dan Jain. Di dalam ajaran agama Hindu terdapat budaya kasta yang membedakan status sosial masyarakatnya di bidang ekonomi, politik dan lainnya. Dalit, atau kasta “untouchables” merupakan kasta terendah dalam masyarakat India, sehingga mereka mendapatkan diskriminasi dari kasta di atas. Namun dalam kasta Dalit, terdapat kelompok yang masih mendapatkan perlakuan tidak baik, yaitu perempuan Dalit. Isu perempuan Dalit yang mengalami triple discrimination atau diskriminasi berdasarkan kasta, kelas dan gender membuat mereka kesulitan untuk mendapatkan perlakuan adil serta akses sosial yang sama baiknya dengan orang-orang kasta di atas mereka. Oleh karenanya, hal ini menjadi perhatian khususnya bagi masyarakat internasional terutama para pemerhati feminis. UN Women hadir untuk mendukung negara anggota PBB termasuk India untuk mendapatkan standar global guna mencapai kesetaraan gender serta bekerja sama dengan pemerintah dan masyarakat sipil untuk menghapus adanya diskriminasi terhadap perempuan terutama perempuan Dalit. Penelitian bertujuan untuk menganalisis isu perempuan Dalit yang mengalami triple discrimination menggunakan konsep feminis dalit serta konsep hak asasi perempuan yang menjadi acuan dari penelitian ini. Penelitian ini juga bertujuan untuk melihat eksistensi UN Women dalam merespon isu perempuan Dalit di India dengan mengadakan berbagai program, menggunakan perspektif organisasi internasional. Namun program yang dilakukan sejak 2014 hingga 2019 dianggap tidak efektif karena tidak menyasar keseluruhan dari tiple discrimination. Metode penelitian yang digunakan adalah kualitatif studi pustaka dengan melakukan pendekatan seperti membaca, menelaah data berdasarkan fokus dari penelitian./ India is one of the most populous countries in the world. The religion adopted in general is Hinduism, but there are still other religion such as Moslem, Christians, Sikhs, Buddhists, and Jains. In the teachings of Hinduism there is a caste culture that distinguishes the social status of its people in the economic, political and other fields. Dalit, or the “untouchables” caste, are the lowest caste in India society, so they are discriminated against from the castes above. However, within the Dalit women who go through triple discrimination or discrimination based on caste, class and gender makes it difficult for them to get fair treatment and social access that is as good as those of the caste above them. Therefore, this is of particular concern to the international community, especially feminist observers. UN Women is here to support member states including India to set global standards for achieving gender and work with governments and civil society to eliminate discrimination against women, especially the Dalits. This study also aims to analyze the issue of Dalit women who go through triple discrimination using Dalit feminism concept and the concept of women’s rights as the reference of this research. This study also aims to see the existence of UN Women in responding to the issue of Dalit women in India who hold various programs with the perspective of international organizations. However, the program that was carried out from 2014 to 2019 is considered not effective because it did not touch the problem of triple discrimination wholly. The research method used is a qualitative study of literature by taking approaches such as reading, analyzing data based on the focus of the research.
