Abstract

Studi ini bertujuan untuk menjelaskan implementasi Renewable Energy Directive II (RED II) oleh Uni Eropa. Kebijakan RED II dianggap sebagai bentuk komitmen Uni Eropa dalam menjaga lingkungan yang semakin terancam dengan adanya perubahan iklim, Uni Eropa memangkas sumber energi terbarukan yang tidak ramah lingkungan. Studi ini menggunakan teori Kebijakan Luar Negeri oleh Paul Viotti dan Mark Kauppi, juga Robert Putnam. Metode wawancara dengan Michael Bucki dan Evi Fitriani digunakan untuk menjelaskan isu yang dibahas. Hasil penelitian ini menunjukkan bahwa Indonesia sangat mudah terpengaruh dan dipengaruhi akibat tindakan Uni Eropa. Hal ini terlihat dari pengaruh kebijakan Renewable Energy Directive II (RED II) yang berhasil menghambat masuknya kelapa sawit Indonesia ke Uni Eropa. Untuk mengantisipasi RED II, Indonesia kemudian mengeluarkan beberapa strategi seperti Indonesian Sustainable Palm Oil (ISPO), dan akan memboikot produk Uni Eropa masuk ke Indonesia. Hasil penelitian ini juga menunjukkan bahwa Uni Eropa sedang membatasi ketergantungan energi dari negara lain, untuk menjaga produk dalam negerinya. Dalam analisis kebijakan luar negeri ditemukan bahwa kebijakan luar negeri seperti RED II dipengaruhi oleh beberapa faktor pendorong dalam pembuatannya yaitu adanya kepentingan, peluang, ancaman dan kapabilitas nasional dan kebijakan luar negeri two level game melihat adanya perdebatan di domestik UE yang memengaruhi kebijakan luar negeri Uni Eropa dan aktor yang berperan dalam pembuatan kebijakan luar negeri Uni Eropa, sehingga kebijakan dalam negeri bisa memengaruhi kebijakan internasional. Kata Kunci : Subjek : Uni Eropa, RED II, kebijakan luar negeri, proteksi / This study aims to explain the implementation of European Union’s Renewable Energy Directive II (RED II) by the. RED II policy is considered as EU’s commitment in preserving the nature that are being endangered caused by the climate change, EU has been cutting down the renewable energy sources which are not environmentally friendly. This study uses the theory of Foreign Policy from Paul Viotti, Mark Kauppi and Robert Putnam. Interviews conducted with Michael Bucki and Evi Fitriani were used to elaborate more on the issue. Moreover, Indonesia proved to have easily influenced by the actions done by EU, this was seen by the releasing of Indonesia’s strategy – Indonesian Sustainable Palm Oil (ISPO) and the boycotting of EU’s products as the steps Indonesia took in responding EU’s RED II which has hampered the export of Indonesia’s palm oil to Europe. The results of this study also show that the European Union is limiting the dependence of energy from other countries, to maintain domestic products. Through the foreign policy analysis, it was proved that RED II was established by being influenced from various factors such as interest, opportunity, threats, national capability. Thus, the role of two level game was to see the debates of the particular issue starting domestically until then impacted the EU’s foreign policy and actors who play a role in EU foreign policy making, so that domestic policy can influence international policy.
