Abstract

Kata Kunci: Kebijakan Turn Back Boats; Australia; Indonesia; Pengungsi dan Pencari Suaka; Diplomasi / Indonesia has become a transit migration place for refugees and asylum seekers before reaching Australia. To prevent their arrival in Australia, especially those who arrive by boat without valid visa, Australia has issued a Turn Back Boats Policy since 2013. This policy affects Australia’s relations with Indonesia because it pose unconventional threats to Indonesia's national security, such as violations of Indonesian territory by Australian authorities or accumulation of refugees and asylum seekers destined for Australia who are trapped in Indonesia even though Indonesia is not a signatory country 1951 United Nations Convention relating to the Status of Refugees along with 1967 Protocol relating to the Status of Refugees such as Australia. The purpose of this research is to see Indonesia's diplomacy effort in reducing the number of refugees and asylum seekers arrivals in Indonesia, including those whose destinations were Australia, under the first Presidency of President Joko Widodo (2014-2019) through maritime and border diplomacy and humanitarian diplomacy in bilateral and multilateral forums using the theory of foreign decision making rational actor choice model. The result of this research shows that Indonesia's maritime and border diplomacy effort is the most profitable option that can be taken by Indonesian government as rational actor because it cause the decrease of refugees and asylum seekers new arrival in Indonesia and maintain the situation where the accumulation of refugees and asylum seekers in Indonesia does not increase significantly.
