Abstract

Pengungsi dan pencari suaka menjadikan Indonesia sebagai tempat migrasi transit sebelum mencapai Australia. Untuk mencegah kedatangan mereka ke Australia, khususnya yang datang menggunakan kapal tanpa visa resmi, Australia sejak tahun 2013 mengeluarkan kebijakan Turn Back Boats. Kebijakan ini kemudian mempengaruhi hubungan antara Australia dengan Indonesia karena mendatangkan ancaman non-konvensional terhadap keamanan nasional Indonesia, seperti pelanggaran teritori Indonesia oleh otoritas Australia ataupun penumpukan jumlah pengungsi dan pencari suaka tujuan Australia yang terjebak di Indonesia meskipun Indonesia bukan merupakan negara pendatangan 1951 United Nations Convention relating to the Status of Refugees beserta 1967 Protocol relating to the Status of Refugees seperti Australia. Penelitian ini bertujuan untuk melihat upaya diplomasi Indonesia dalam mengurangi jumlah kedatangan pengungsi dan pencari suaka di Indonesia, termasuk mereka yang tujuannya ke Australia, pada era pemerintahan Presiden Joko Widodo I (2014-2019) melalui diplomasi maritim dan perbatasan serta diplomasi kemanusiaan dalam forum bilateral maupun multilateral menggunakan teori pembuatan keputusan luar negeri model rational actor choice. Hasil penelitian ini melihat bahwa upaya diplomasi maritim dan perbatasan Indonesia merupakan pilihan paling menguntungkan yang dapat diambil oleh pemerintah Indonesia sebagai aktor rasional karena menyebabkan penurunan kedatangan pengungsi dan pencari suaka baru di Indonesia serta mempertahankan keadaan di mana akumulasi pengungsi dan pencari suaka di Indonesia tidak mengalami peningkatan secara signifikan. Kata Kunci: Kebijakan Turn Back Boats; Australia; Indonesia; Pengungsi dan Pencari Suaka; Diplomasi./ Indonesia has become a transit migration place for refugees and asylum seekers before reaching Australia. To prevent their arrival in Australia, especially those who arrive by boat without valid visa, Australia has issued a Turn Back Boats Policy since 2013. This policy affects Australia’s relations with Indonesia because it pose unconventional threats to Indonesia's national security, such as violations of Indonesian territory by Australian authorities or accumulation of refugees and asylum seekers destined for Australia who are trapped in Indonesia even though Indonesia is not a signatory country 1951 United Nations Convention relating to the Status of Refugees along with 1967 Protocol relating to the Status of Refugees such as Australia. The purpose of this research is to see Indonesia's diplomacy effort in reducing the number of refugees and asylum seekers arrivals in Indonesia, including those whose destinations were Australia, under the first Presidency of President Joko Widodo (2014-2019) through maritime and border diplomacy and humanitarian diplomacy in bilateral and multilateral forums using the theory of foreign decision making rational actor choice model. The result of this research shows that Indonesia's maritime and border diplomacy effort is the most profitable option that can be taken by Indonesian government as rational actor because it cause the decrease of refugees and asylum seekers new arrival in Indonesia and maintain the situation where the accumulation of refugees and asylum seekers in Indonesia does not increase significantly.
