Abstract

Laut Sulu yang terletak di wilayah jurisdiksi Filipina, berbatasan dengan wilayah Malaysia dan Indonesia merupakan salah satu jalur perdagangan tersibuk dan berbahaya di dunia. Penelitian ini bertujuan untuk mengetahui penanganan insiden perompakan di Laut Sulu melalui AMF. Metode dalam penelitian ini adalah deskriptif, bertujuan untuk menggambarkan keberadaan AMF sebagai penguatan keamanan maritim, khususnya terhadap insiden perompakan di Laut Sulu. Dilihat dari perspektif geopolitik, Laut Sulu merupakan jalur pelayaran di Asia Tenggara yang rentan dengan perompakan. Oleh karena itu, ASEAN Maritime Forum (AMF) lahir sebagai forum khusus di bawah Association of Southeast Asian Nations (ASEAN) dengan fokus terhadap keamanan maritim kawasan, khususnya di Laut Sulu. Adanya upaya untuk mengamankan Laut Sulu, membuat AMF melahirkan beberapa model pertemuan, rekomendasi tindak lanjut, serta mendorong kegiatan patroli bersama sehingga terbentuk berbagai kerjasama keamanan secara subregional, antara Indonesia, Malaysia, dan Filipina. Hasil penelitian ini menyimpulkan bahwa kehadiran AMF membawa mekanisme baru dalam meningkatkan penanganan perompakan di Laut Sulu. Hal menarik dalam penelitian ini adalah bagaimana AMF yang bukan badan sektoral ASEAN mampu mencegah, meminimalisir, menangani, maupun mengatasi setiap kejahatan maritim di Asia Tenggara. The Sulu Sea, which is located in the jurisdiction of the Philippines, borders Malaysia and Indonesia is one of the busiest and most dangerous trade routes in the world. This study aims to determine the handling of armed robbery incidents in the Sulu Sea through AMF. The method in this research is descriptive, aims to describe the existence of AMF as a strengthening of maritime security, especially against incidents of armed robbery in the Sulu Sea. Viewed from a geopolitical perspective, the Sulu Sea is a shipping route in Southeast Asia that is vulnerable to piracy. Therefore, the ASEAN Maritime Forum (AMF) was born as a special forum under the Association of Southeast Asian Nations (ASEAN) with focuses on regional maritime security, especially in the Sulu Sea. Attempts to secure the Sulu Sea, made the AMF gave birth to several models of meetings, recommendations for follow-up, and encouraged joint patrol activities to form various sub-regional security cooperation between Indonesia, Malaysia and the Philippines. The results of this study conclude that the presence of AMF brings a new mechanism in improving the handling of piracy in the Sulu Sea. The interesting thing in this research is how AMF which is not an ASEAN sectoral body is able to prevent, minimize, deal with, and overcome any maritime crime in Southeast Asia.
