Abstract

Studi ini bertujuan mengungkap eksploitasi au pair di Eropa dan menjelaskan kebijakan luar negeri Filipina dalam menanggulangi eksploitasi tersebut. Studi ini mengungkap adanya eksploitasi yang difokuskan pada tiga negara penerima yaitu Denmark, Norwegia dan Belanda. Studi ini menggunakan pemikiran eksploitasi Karl Marx lalu dikonseptualisasikan oleh Nancy Holmstrom dan teori kebijakan luar negeri yang dicetuskan oleh William D. Coplin untuk menjelaskan upaya pemerintah Filipina dalam menanggulangi eksploitasi au pair. Dalam menjabarkan konsep dan teori tersebut digunakan metode kualitatif. Studi ini menemukan bahwa terjadinya eksploitasi au pair Filipina di Denmark, Norwegia dan Belanda disebabkan oleh ketidaksesuaian perlakuan keluarga angkat terhadap au pair. Pemerintah Filipina telah mengambil tindakan untuk melindungi warganya seperti dirumuskan dalam kebijakan perlindungan Republic Act 8042 tahun 1995, pelarangan keberangkatan au pair 1998 hingga penetapan kebijakan bilateral atas pedoman pemberangkatan au pair. Kebijakan-kebijakan tersebut diaplikasikan guna untuk mempromosikan kesejahteraan sekaligus memberikan perlindungan bagi au pair Filipina dari tindakan eksploitasi. Kata kunci : Au Pair, Eksploitasi, Kebijakan Luar Negeri Filipina This study aims to reveal the exploitation of au pairs in Europe and to explain the Philippines foreign policy in overcoming the cases of exploitation. The disclosure in this study focuses over three receiving countries namely Denmark, Norway and the Netherlands. This study uses the thoughts of Karl Marx’s exploitation then being conceptualized by Nancy Holmstrom and foreign policy theory by William D. Coplin to illustrate the efforts of the Philippines’ government in tackling the exploitation. The elaboration of the concept and theory stated above thus will use the qualitative method. This study finds out there are exploitations of Filipino au pairs occurring in Denmark, Norway and the Netherlands commonly causes by the host-family maltreatment to the au pairs. The government of Philippines has taken actions to protect its citizens by launching several policies such as Republic Act 8042 of 1995, the banning of au pair departures up to the establishment of bilateral policies namely on guidelines for the au pair departure. These policies then has been applied with the goals to simultaneously promote the welfare and to provide protection for the Filipino au pairs from the act of exploitation.
