Abstract

European Union is facing a great dilemma on refugee problems. EU is fully aware about the refugees’ rights as a base in handling the refugee problems, however it is not easy for EU to realize it within the context of economic crisis, xenophobic feelings, racism and negative discourses on migration. Historically, EU has enough experiences to overcome refugee’s problems especially since World War II. EU has been trying to develop a holistic and comprehensive approach through resolutions, regulations, and joint-programs to create common guidelines for member states to deal with unprotected refugees. However, as the consequence of the Lampedusa tragedy (2013) where up to around 300 refugees from Africa, Pakistan and Syria were drown, EU received a strong criticism globally. EU politics on refugees are questioned, including the whole process in handling these most vulnerable persons to EU member states. How do the various parties of EU see the refugee problems? How far does EU discuss and formulate the problems into policies? What are the obstacles in the implementation of refugee problems policy? The paper is going to relate institutionalization of refugee policy in the EU level and its implementation together with the member states and the third states, which can be used a reference for other regions with similar problems, especially ASEAN. Dealing with refugee problems requires sensitivity and goodwill besides management and control in its implementation.
