Abstract

Essentially, women have equal rights and obligations without discrimination with men in all walks of life according to Pancasila and constitutions. Due to influence of patriarchy culture, the de facto inequality and discrimination still experienced by women as vulnerable and marginalized groups. Therefore, to achieve the development of human resources quality is by improving the quality and role of women through skills development and training, giving role opportunities and providing facilities and assistance. There should be an appreciation of women's rights in an attempt to achieve gender equality with de jure's recognition of gender equality and fairness and the importance of special treatment given to women, especially participation in improving the quality of life in contributing to development in Central Maluku District. They are citizens who have the inherent right which is a human right that must be respected, upheld and protected by the state, the law and the government.
