Abstract

Kawasan Pasifik menghadapi tantangan multidimensional berupa kerentanan ekonomi, ancaman sosial dan kesehatan, degradasi lingkungan, serta ancaman perubahan iklim yang berdampak signifikan bagi negara-negara kepulauan kecil. Untuk merespons kondisi tersebut, Pacific Islands Forum (PIF) merumuskan 2050 Strategy for the Blue Pacific Continent sebagai kerangka pembangunan berkelanjutan kawasan. Indonesia, sebagai Dialogue Partner PIF, berperan dalam mendukung implementasi strategi tersebut melalui kerja sama pembangunan kawasan. Penelitian ini bertujuan untuk mengkaji kerja sama Indonesia–Pacific Islands Forum dalam implementasi 2050 Strategy for the Blue Pacific Continent tahun 2022-2025 dengan menggunakan teori Transnational Governance dan konsep Middle Power Diplomacy. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Data diperoleh melalui wawancara sebagai sumber primer serta studi kepustakaan terhadap buku, jurnal, laporan, dokumen kebijakan, dan sumber internet sebagai data sekunder. Hasil penelitian menunjukkan bahwa kerja sama Indonesia dan PIF dilaksanakan melalui empat bidang prioritas, yaitu resource and economic development, people-centered development, ocean and environment, serta climate change and disaster. Kerja sama tersebut diwujudkan melalui berbagai program penguatan kapasitas, transfer pengetahuan, dan kemitraan pembangunan yang mendukung implementasi 2050 Strategy for the Blue Pacific Continent. Temuan penelitian menunjukkan bahwa Indonesia tidak hanya berkontribusi terhadap pembangunan berkelanjutan kawasan Pasifik, tetapi juga memperkuat posisinya sebagai mitra pembangunan dan aktor menengah yang aktif di kawasan./The Pacific region faces multidimensional challenges, including economic vulnerability, social and health threats, environmental degradation, and climate change, which significantly affect small island states. In response to these challenges, the Pacific Islands Forum (PIF) formulated the 2050 Strategy for the Blue Pacific Continent as a framework for sustainable regional development. Indonesia, as a Dialogue Partner of the PIF, plays a role in supporting the implementation of this strategy through regional development cooperation. This study aims to examine Indonesia–Pacific Islands Forum cooperation in the implementation of the 2050 Strategy for the Blue Pacific Continent during 2022-2025 by employing Transnational Governance theory and the concept of Middle Power Diplomacy. This study employs a qualitative research method with a case study approach. Data are obtained through interviews as primary sources, as well as literature review of books, academic journals, reports, policy documents, and online sources as secondary data. The findings reveal that Indonesia–PIF cooperation was implemented through four priority areas: resource and economic development, people-centered development, ocean and environment, as well as climate change and disaster. This cooperation was realized through various capacity-building programs, knowledge transfer initiatives, and development partnerships that support the implementation of the 2050 Strategy for the Blue Pacific Continent. The study concludes that Indonesia not only contributes to sustainable development in the Pacific region but also strengthens its position as a development partner and an active middle power in the region.
