Abstract
Penelitian ini mengkaji implementasi paradiplomacy Indonesia–Korea Selatan melalui kerja sama Sister Province antara Daerah Istimewa Yogyakarta (DIY) dan Provinsi Gyeongsangbuk-do dalam pemberdayaan masyarakat Desa Bleberan, Kabupaten Gunungkidul, periode 2022–2024. Latar belakang penelitian adalah rendahnya produktivitas ekonomi, keterbatasan akses air bersih, dan minimnya kapasitas SDM masyarakat desa. Penelitian menggunakan metode kualitatif studi kasus deskriptif-analitis dengan pengumpulan data melalui wawancara mendalam dan studi dokumentasi. Kerangka teoretis mengintegrasikan teori paradiplomacy (Aldecoa & Keating, 1999), dan community development (Perkins & Zimmerman, 1995).Hasil penelitian menunjukkan bahwa kerja sama Sister Province DIY–Gyeongsangbuk-do menghasilkan dampak nyata melalui program Saemaul Undong di Desa Bleberan, mencakup lima program strategis: pengembangan budidaya jamur (31 kelompok, ±37 pembudidaya aktif), penguatan BUMDes melalui unit usaha PAB dan Jamur Center, peningkatan kapasitas SDM, pertukaran budaya berbasis nilai gotong royong, serta pembangunan infrastruktur desa. Penelitian menyimpulkan bahwa kerjasama ini merupakan instrumen paradiplomacy developmental yang efektif, didukung mekanisme cost sharing 50:50 dan pengakuan internasional sebagai program Saemaul terbaik di dunia. Meski menghadapi tantangan koordinasi dan keberlanjutan pasca-serah terima, kerjasama ini terbukti mentransformasi bantuan eksternal menjadi aset desa yang dikelola secara mandiri./This study examines the implementation of Indonesia–South Korea paradiplomacy through Sister Province cooperation between the Special Region of Yogyakarta (DIY) and Gyeongsangbuk-do Province in empowering the community of Bleberan Village, Gunungkidul Regency, during the 2022–2024 period. The research background encompasses low economic productivity, limited access to clean water, and insufficient human resource capacity among rural communities. This study employs a qualitative descriptive-analytical case study method, with data collected through in-depth interviews and documentation studies. The theoretical framework integrates paradiplomacy theory (Aldecoa & Keating, 1999), and community development theory (Perkins & Zimmerman, 1995). The findings reveal that the DIY–Gyeongsangbuk-do Sister Province cooperation has generated tangible impacts through the Saemaul Undong program in Bleberan Village, encompassing five strategic programs: mushroom cultivation development (31 groups, ±37 active cultivators), BUMDes strengthening through Clean Water Management (PAB) and Mushroom Center business units, human resource capacity building, cultural exchange grounded in the local gotong royong tradition, and village infrastructure development. The study concludes that this cooperation represents an effective developmental paradiplomacy instrument, supported by a 50:50 cost-sharing mechanism and international recognition as the world's best Saemaul program. Despite challenges in multi-stakeholder coordination and post-handover sustainability, the cooperation has demonstrably succeeded in transforming external assistance into independently managed village assets.
