Abstract

PT X adalah perusahaan yang bergerak dibidang manufaktur obat sehingga penggunaan Bahan Kimia Berbahaya (BKB) menjadi bagian dalam proses pembuatan obat. Hal ini menyebabkan diperlukan langkah pengelolaan dampak lingkungan yang tepat termasuk langkah pengolahan air limbah yang dihasilkan. Kegagalan (failure) dalam melakukan pengolahan air limbah dapat menyebabkan kerugian finansial, kerusakan lingkungan hingga pelanggaran hukum. Oleh karena itu penelitian ini bertujuan untuk melakukan analisis risiko operasional dalam proses pengolahan air limbah dengan menggunakan metode FMEA dalam kerangka manajemen risiko menurut ISO 31000:2018. Pada penelitian ini identifikasi risiko operasional dalam proses pengolahan air limbah dilakukan dengan mempertimbangkan 5 faktor seperti Manusia, Metode, Mesin/peralatan, Material dan Lingkungan. Setelah dilakukan analisis risiko operasional pada kedua tahapan pengolahan air limbah yaitu proses pre – treatment dan treatment (pengolahan) air limbah, ditemukan beberapa risiko operasional dengan RPN tinggi yaitu untuk proses pre – treatment terdiri dari (a) Waktu retensi untuk proses sedimentasi dengan RPN sebesar 392, (b) Operator tidak menerapkan SOP yang tepat, Kegagalan sistem otomatis, tidak memasang filter (strainer) dan Kerusakan Pompa dengan RPN sebesar 384. Sedangkan untuk proses treatment (pengolahan) air limbah risiko – risiko operasional dengan RPN tinggi yaitu sebesar 384 untuk risiko – risiko seperti tidak menerapkan SOP yang tepat, aerator dan pompa tidak berfungsi serta resin filter kotor. RPN yang tinggi menandakan diperlukan perhatian khusus dan serius untuk menekan atau memitigasi risiko – risiko operasional karena dapat mengancam kelancaran proses pengolahan air limbah. Langkah mitigasi risiko yang tepat seperti memberikan pelatihan dan sosialisasi, penegakan kedisiplinan, penerapan sistem otomatis, melakukan perawatan dan pemeliharaan, menyediakan back up peralatan/mesin, pemasangan proteksi serta penggunaan peralatan dengan spesifikasi yang sesuai/ PT X is a company engaged in the manufacture of drugs, so the Utilization of Hazardous Chemicals (BKB) is part of the drug manufacturing process. This necessitates appropriate environmental impact management measures, including wastewater treatment. Failure in wastewater treatment can cause pollution to the surrounding environment. Therefore, this study aims to conduct an operational risk analysis in the wastewater treatment process using the FMEA method within the risk management framework according to ISO 31000:2018. In this study, the identification of operational risks in wastewater treatment was carried out considering 5 factors such as Manpower, Method, Machine/equipment, Material and Environment. After conducting an operational risk analysis on the pre-treatment and treatment (processing) of wastewater, several operational risks with high RPN were found, namely for the pre-treatment process consisting of (a) Retention time for the sedimentation process with an RPN of 392, (b) Operators not implementing the correct SOPs, Automatic system failure, not installing filters (strainers) and Pump damage with an RPN of 384. Meanwhile, for the wastewater treatment (processing) process, the operational risks with high RPN are 384 for risks such as not implementing the correct SOPs, Aerator, pump not functioning and dirty filter resin. A high RPN indicates that special and serious attention is needed to suppress or mitigate operational risks because these operational risks can threaten the smooth running of the wastewater treatment process. Appropriate risk mitigation steps include providing training and socialization, enforcing discipline, implementing automatic systems, carrying out maintenance, providing equipment/machine back-ups, installing protection and using equipment with appropriate specifications.
