Ringkasan Isi Praktik mafia tanah merupakan bentuk kejahatan pertanahan yang merugikan masyarakat serta mengancam kepastian hukum hak atas tanah di Indonesia. Meskipun pemerintah telah melakukan berbagai upaya pemberantasan, seperti pembentukan Satuan Tugas Mafia Tanah, praktik ini masih marak terjadi. Lemahnya sistem pendaftaran tanah, manipulasi data yuridis, serta keterlibatan oknum pejabat dan aparat menjadi faktor utama suburnya mafia tanah. Oleh karena itu, kajian ini dilakukan untuk menganalisis bagaimana upaya pemberantasan praktik mafia tanah ditinjau dari aspek hukum pertanahan, khususnya melalui Undang-Undang Pokok Agraria (UUPA) dan Peraturan Pemerintah No. 24 Tahun 1997 tentang Pendaftaran Tanah. Penelitian ini menggunakan metode yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konseptual. Data yang digunakan merupakan data sekunder berupa peraturan perundang-undangan, literatur hukum, serta penelitian sebelumnya yang membahas masalah mafia tanah, pendaftaran tanah, dan hukum agraria. Analisis dilakukan secara kualitatif-deskriptif dengan mengkaji norma-norma hukum yang berlaku dan membandingkannya dengan praktik di lapangan. Hasil penelitian menunjukkan bahwa secara normatif, UUPA dan PP No. 24 Tahun 1997 telah menyediakan landasan hukum yang cukup untuk mencegah dan memberantas praktik mafia tanah, terutama melalui sistem pendaftaran tanah yang memberikan jaminan kepastian hukum. Namun, implementasinya di lapangan masih menghadapi berbagai kendala, seperti rendahnya integritas aparat, lemahnya pengawasan, serta kurangnya sinergi antar-lembaga. Oleh karena itu, pemberantasan mafia tanah memerlukan penguatan sistem hukum, pembenahan administrasi pertanahan, serta komitmen serius dari aparat penegak hukum dan instansi terkait H. Conclusion Land mafia practices are a form of land crime that harms the community and threatens the legal certainty of land rights in Indonesia. Although the government has made various eradication efforts, such as the establishment of the Land Mafia Task Force, this practice is still rampant. The weakness of the land registration system, manipulation of legal data, and the involvement of certain officials and apparatus are the main factors in the proliferation of land mafia. Therefore, this study was conducted to analyze how efforts to eradicate land mafia practices are reviewed from the aspect of land law, especially through the Basic Agrarian Law (UUPA) and Government Regulation No. 24 of 1997 concerning Land Registration. This study uses a normative legal method with a statutory approach and a conceptual approach. The data used are secondary data in the form of laws and regulations, legal literature, and previous research that discusses the problems of land mafia, land registration, and agrarian law. The analysis was carried out qualitatively-descriptively by examining applicable legal norms and comparing them with practices in the field. The results of the study show that normatively, UUPA and PP No. 24 of 1997 have provided sufficient legal basis to prevent and eradicate land mafia practices, especially through a land registration system that provides legal certainty. However, its implementation in the field still faces various obstacles, such as low integrity of officers, weak supervision, and lack of synergy between institutions. Therefore, eradicating land mafia requires strengthening the legal system, improving land administration, and serious commitment from law enforcement officers and related agencies. H.
