Abstract

Partisipasi politik perempuan di Indonesia masih menghadapi tantangan, terbukti dari belum tercapainya kuota 30% keterwakilan dalam Pemilu 2019. Penelitian ini bertujuan untuk menganalisis peran Kementerian Pemberdayaan Perempuan dan Perlindungan Anak (Kementerian PPPA) dalam meningkatkan keterwakilan politik perempuan pada Pemilu 2024. Menggunakan pendekatan kualitatif dengan deskriptif analisis, data dikumpulkan melalui wawancara dan studi dokumen. Penelitian ini menggunakan teori partisipasi politik Verba, Schlozman, dan Brady, yang menekankan sumber daya, motivasi, dan kesempatan. Didukung oleh teori keterwakilan Hanna Pitkin, teori kebijakan publik, dan pengarusutamaan gender. Hasil penelitian menunjukkan bahwa Kementerian PPPA telah menerapkan strategi pada tiga tahap pemilu pra, saat, dan pasca. Meskipun masih terdapat hambatan seperti keterbatasan anggaran, kewenangan, serta pengaruh sosial budaya. Salah satu dokumen penting seperti Grand Design Keterwakilan Perempuan 2020–2029 belum disahkan, yang turut menghambat efektivitas kebijakan. Kesimpulannya, keterwakilan perempuan dalam Pemilu 2024 mengalami peningkatan dibandingkan sebelumnya, namun belum optimal. Diperlukan dukungan lebih besar dalam bentuk regulasi, kolaborasi lintas sektor, dan afirmasi dari partai politik. Kata Kunci: Partisipasi Politik, Keterwakilan Perempuan, Kementerian PPPA, Pemilu 2024 /Women's political participation in Indonesia still faces challenges, as evidenced by the failure to achieve the 30% quota of representation in the 2019 Election. This study aims to analyze the role of the Ministry of Women's Empowerment and Child Protection (Kementerian PPPA) in increasing women's political representation in the 2024 Election. Using a qualitative approach with descriptive analysis, data was collected through interviews and document studies. This study uses the theory of political participation of Verba, Schlozman, and Brady, which emphasizes resources, motivation, and opportunities. Supported by Hanna Pitkin's theory of representation, public policy theory, and gender mainstreaming. The results of the study show that Kementerian PPPA has implemented strategies at three stages of the election pre, during, and post although there are still obstacles such as limited budget, authority, and socio-cultural influences. One important document, namely the Grand Design for Women's Representation 2020–2029, has not been ratified, which also hampers the effectiveness of the policy. In conclusion, women's representation in the 2024 Election has increased compared to before, but is not yet optimal. Greater support is needed in the form of regulations, cross-sector collaboration, and affirmation from political parties.
