Abstract
Hadirnya konflik di Kawasan Afrika Tengah terjadi secara terus-menerus, sehingga mengganggu kestabilan negara itu sendiri. Konflik yang ada di negara tersebut melibatkan penggunaan senjata oleh kelompok antar-kelompok dan kelompok anti-pemerintah, sehingga memakan banyak korban jiwa. Banyaknya korban yang jatuh menyebabkan konflik tersebut sudah dapat dikategorikan sebagai perang sipil. Oleh karena itu, negara Afrika Tengah membutuhkan keterlibatan pihak lain untuk mengawasi dan menjaga kestabilan wilayahnya. Indonesia hadir di negara Afrika Tengah bukan sekadar untuk berpartisipasi dalam menjaga perdamaian dunia, tetapi juga membawa kepentingan nasionalnya. Kepentingan-kepentingan nasional tersebut dapat diukur melalui pendekatan Multi-Track Diplomacy, yaitu bagaimana pemerintah, aktor non-pemerintah, serta berbagai aspek diplomasi yang dibawa Indonesia memberikan pengaruh budaya di Kawasan Republik Afrika Tengah. Hal ini menunjukkan bahwa Indonesia berhasil menciptakan hegemoni budaya di Afrika Tengah. Penelitian ini bertujuan untuk menganalisis potensi peluang Indonesia melalui konflik yang terjadi di Afrika Tengah dan dampaknya terhadap peluang hegemoni budaya Indonesia di negara tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Penelitian ini mengeksplorasi bagaimana kebijakan luar negeri Indonesia menggunakan soft power untuk menjalankan hegemoni budaya, dengan menggunakan teori hegemoni budaya menurut Antonio Gramsci, konsep Multi-Track Diplomacy menurut Louise Diamond dan John W. McDonald, konsep politik luar negeri menurut Joseph Nye, serta konsep konflik bersenjata dan perang sipil menurut Ted Robert Gurr. Dengan demikian, penelitian ini dapat digunakan untuk memahami bagaimana Indonesia memanfaatkan pengaruh budayanya dalam membangun hubungan antarnegara di Afrika Tengah, yang pada akhirnya menguntungkan Indonesia. Hasil penelitian menunjukkan bahwa konflik yang terjadi di Afrika Tengah dapat menciptakan peluang bagi tatanan politik luar negeri Indonesia melalui pendekatan Multi-Track Diplomacy, sehingga jangkauan politik luar negeri Indonesia mampu membawa pengaruh melalui pendekatan budaya serta memberikan kontribusi terhadap kestabilan kawasan tersebut. Penelitian ini diharapkan dapat memberikan pemahaman mengenai peluang diplomasi yang hadir dalam setiap aspek, termasuk dalam konflik bersenjata. Kata Kunci: Perang sipil, Politik luar negeri, Diplomasi, Hegemoni Budaya/ The persistent conflict in the Central African region continues to disrupt the stability of the country itself. The ongoing conflict involves armed clashes between various groups and between groups and the government, resulting in significant loss of life. The high number of casualties has led to the conflict being categorized as a civil war. As a result, the Central African Republic requires external parties to oversee and help maintain its stability. Indonesia’s presence in the Central African Republic is not merely to participate in maintaining global peace but also to advance its national interests. These national interests can be measured through Multi-Track Diplomacy, examining how both government and non-government actors, as well as various aspects of diplomacy brought by Indonesia, contribute to cultural influence in the Central African Republic. Consequently, Indonesia has successfully established cultural hegemony in the region. This research aims to analyze the potential opportunities for Indonesia arising from the conflict in the Central African Republic and its impact on the opportunities for Indonesian cultural hegemony in the country. The study employs a qualitative approach with a case study method. It explores how Indonesia’s foreign policy utilizes soft power to achieve cultural hegemony, drawing on Edward Azar’s theory of cultural hegemony, Louise Diamond and John W. McDonald’s concept of Multi-Track Diplomacy, Joseph Nye’s concept of foreign policy, and Ted Robert Gurr’s concept of armed conflict and civil war. Thus, this research seeks to understand how Indonesia can leverage its cultural influence to build and strengthen international relations in the Central African Republic, which are beneficial to Indonesia. The findings of this research demonstrate how the conflict in the Central African Republic can create opportunities for Indonesia’s foreign policy framework through the Multi-Track Diplomacy approach. This allows Indonesia to extend its foreign policy reach and exert cultural influence, while also contributing to the stability of the region. This study is expected to provide insights into the opportunities for diplomacy in various contexts, including armed conflicts. Keywords: Civil War, Foreign Policy, Diplomacy, Cultural Hegemony
