Abstract

Pengelolaan Informasi Ruang Udara di wilayah udara Kepulauan Riau dan Natuna dikelola dan diatur oleh FIR Singapura sejak tahun 1946. Dalam mengelola FIR negara lain, negera yang mengelola harus mempertimbangkan dan menghargai kedaulatan negara yang didelegasikan. Penguasaan FIR Kepri-Natuna oleh Singapura menunjukkan bahwa Singapura memiliki kepentingan dalam hal territorial. Masalah navigasi udara ini menjadi sangat penting karena tidak hanya bersinggungan dengan masalah ekonomi, namun cakupannya lebih luas menyangkut keamanan dan kenyamanan serta martabat kedaulatan bangsa. Tujuan dari penelitian ini adalah untuk menganalisis dan mengetahui penyebab pengambilalihan FIR Kepri – Natuna dilakukan Indonesia dan mengetahui faktor pengambilalihan berhasil dilakukan. Fokus permasalahan ini adalah “Bagaimana upaya penegasan kedaulatan FIR Indonesia dari Singapura dalam kerangka Konvensi Chicago 1944?”. Dalam penelitian ini, peneliti menggunakan konsep kedaulatan udara menurut Pasal 1 Konvensi Chicago 1944 dan kerangka konsep kapasitas negara serta peneliti menggunakan metode penelitian kualitatif jenis penelitian studi kasus dan tipe deskriptif-eksplanatif. Hasil penelitian ini menunjukkan bahwa upaya penegakan kedaulatan wilayah udara Kepri-Natuna melalui peningkatan kapasitas nasional memberikan peran penting agar Indonesia bisa mengelola FIR di wilayah Kepulauan Riau - Natuna seutuhnya demi menegaskan kedaulatan udaranya./FIR in the Riau Islands and Natuna airspace is managed and regulated by Singapore's FIR since 1946. In managing another country's FIR, the managing country must consider and respect the sovereignty of the delegated country. Singapore's control of the Riau Islands-Natuna FIR shows that Singapore has territorial interests. This air navigation issue is very important because it does not only intersect with economic issues, but its scope is wider concerning security and comfort as well as the dignity of national sovereignty. The purpose of this study is to analyze and find out the causes of Indonesia's takeover of the Kepri - Natuna FIR and to find out the factors of successful takeover. The focus of this problem is “How are efforts to assert Indonesia's FIR sovereignty from Singapore within the framework of the 1944 Chicago Convention?”. In this study, researchers used the concept of air sovereignty according to Article 1 of the 1944 Chicago Convention and the conceptual framework of state capacity and researchers used qualitative research methods of case study research type and descriptive-explanatory type. The results of this study indicate that efforts to enforce the sovereignty of the Riau Natuna airspace through increasing national capacity play an important role so that Indonesia can fully manage the FIR in the Riau Islands - Natuna region to assert its air sovereignty.
