Abstract
Penelitian ini mengangkat signifikansi permasalahan dampak ekonomi digital terhadap identitas budaya di Indonesia dan Vietnam periode 2010–2025, dengan menyoroti bagaimana transformasi digital membawa pengaruh positif serta dampak negatifnya pada kedua negara, Indonesia dan Vietnam. Dengan teori The Rise of the Network society oleh Manuel Castells dan konsep The Digital Economy oleh Don Tapscott, penelitian ini bertujuan menganalisis transformasi digital mempengaruhi dinamika budaya kedua negara. Metode penelitian yang digunakan adalah kualitatif dengan jenis penelitian studi kasus komparatif. Hasil penelitian menunjukkan bahwa di Indonesia, ekonomi digital berdampak positif pada desentralisasi representasi budaya melalui jaringan digital serta kolaborasi inovatif yang mendorong budaya sebagai aset ekonomi. Namun, dampak negatif muncul dalam bentuk dominasi budaya asing dan hilangnya kendali budaya lokal. Di Vietnam, dampak positif terlihat pada promosi budaya lokal melalui platform digital dan meningkatnya kesadaran budaya digital di kalangan pemuda, sementara dampak negatif mencakup komodifikasi budaya tradisional dan westernisasi identitas generasi muda. Menyadari dampak tersebut, pemerintah Indonesia merespons dengan kebijakan strategi “Indonesia Digital 2023”, perluasan literasi digital, dukungan terhadap UMKM berbasis budaya, serta perlindungan hukum atas warisan budaya digital. Sementara itu, pemerintah Vietnam meluncurkan National E-Commerce Development Plan 2020, memperkuat infrastruktur digital lokal, mengadakan kampanye budaya digital nasional, dan meningkatkan pelatihan digital untuk generasi muda. Penelitian ini menegaskan bahwa kebijakan yang tepat sangat diperlukan untuk memastikan pertumbuhan ekonomi digital berjalan seimbang dengan pelestarian identitas budaya lokal. Kata kunci: Ekonomi Digital, Identitas Budaya, Indonesia, Kebijakan, Vietnam / This study raises the significance of the issue of the impact of the digital economy on cultural identity in Indonesia and Vietnam in the 2010–2025 period, by highlighting how digital transformation has a positive and negative impact on both countries, Indonesia and Vietnam. With the theory of The Rise of the Network society by Manuel Castells and the concept of The Digital Economy by Don Tapscott, this study aims to analyze the digital transformation affecting the cultural dynamics of the two countries. The approach used is qualitative with the type of comparative case study research. The results show that in Indonesia, the digital economy has a positive impact on the decentralization of cultural representation through digital networks as well as innovative collaborations that encourage culture as an economic asset. However, negative impacts arise in the form of dominance of foreign cultures and loss of control over local cultures. In Vietnam, positive impacts were seen on the promotion of local culture through digital platforms and increasing awareness of digital culture among youth, while negative impacts included the commodification of traditional culture and the westernization of the identity of the younger generation. Realizing this impact, the Indonesian government responded with the "Digital Indonesia 2023" strategic policy, expanding digital literacy, supporting culture-based MSMEs, and legal protection for digital cultural heritage. Meanwhile, the Vietnamese government launched the National E-Commerce Development Plan 2020, strengthening local digital infrastructure, holding a national digital culture campaign, and improving digital training for the younger generation. This research emphasizes that the right policies are needed to ensure that the growth of the digital economy runs in balance with the preservation of local cultural identity.
