Abstract

Penelitian ini berfokus pada menganalisis pengawasan yang dilakukan Kementerian Keuangan terhadap penggunaan dana desa berbasis aplikasi SIKD Teman Desa. Sistem ini dikembangkan oleh Kementerian Keuangan pada tahun 2022 dan diluncurkan pada tahun 2023 sistem ini diharapkan mampu mendorong transparansi dan akuntabilitas dalam pelaporan keuangan desa dengan prinsip good governance. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik wawancara mendalam terhadap informan dari Kementerian Keuangan, pemerintah daerah maupun Inspektorat Daerah. Hasil penelitian menunjukkan bahwa meskipun SIKD Teman Desa telah memberikan kemudahan dalam pelaporan, penilaian, implementasinya masih terkendala oleh infrastruktur teknologi yang belum merata, keterbatasan SDM. Pengawasan yang dilakukan Kementerian Keuangan bersifat terbatas dan hanya dapat menjangkau pengawasan teknis langsung di lapangan. Oleh karena itu, diperlukan penguatan sinergi kelembagaan dan peningkatan kapasitas teknis di tingkat desa agar aplikasi ini dapat berfungsi secara optimal dalam mendukung tata kelola keuangan desa yang baik. /This research focuses on analyzing the supervision of village finds by Ministry of Finance on the use of village funds based on the application of SIKD Teman Desa. This system was developed by the Ministry of Finance in 2022 and launched in 2023. As supported system SIKD Teman Desa transparency and accountability in village financial reporting with the principles of good governance. The method of this research used a qualitative approached with in-depth interview techniques,. The results showed SIKD Teman Desa has provided convenience in reporting, but still constrated by disparity of technological infrastructure, human resources and overlapping authority, assessment. Supervision by the Ministry of Finance is also limited and occasionally only reaches direct technical supervision in the field. Therefore, it is necessary to strengthen institutional synergies and increase technical capacity at the village level so that this application can optimally function in supporting good village financial governance.
