Abstract

Riset ini bertujuan untuk membongkar narasi dominan hilirisasi nikel PT IWIP. Melalui teori kritis Max Horkheimer dan metode dialektika Karl Marx yang dikualitatifkan, riset ini menguak bagaimana kekuasaan bekerja dalam membentuk realitas sosial yang timpang, di mana masyarakat lokal tidak hanya kehilangan akses terhadap sumber daya alam di sekitarnya, tetapi juga termarjinalkan oleh arus tenaga kerja luar serta dampak lingkungan seperti polusi udara dan banjir yang memperburuk kualitas hidup warga. Ironisnya, meskipun hilirisasi nikel mendorong kenaikan PDRB daerah, angka kemiskinan justru meningkat, mencerminkan ketimpangan distribusi manfaat ekonomi. Hal ini menegaskan kontradiksi antara kemajuan industri dan kesejahteraan sosial. Dalam pusaran kapitalisme global, suara dan kepentingan masyarakat sekitar cenderung dibungkam oleh wacana kemajuan yang homogen dan eksklusif. Rekomendasi riset ini tidak dimaknai sebagai solusi teknis belaka, melainkan menuntut kebijakan afirmatif yang berpihak pada masyarakat lokal, membuka ruang partisipasi kritis, serta merekonstruksi infrastruktur dan pelatihan berbasis kebutuhan komunitas sebagai bentuk afirmasi identitas dan keadilan sosial. / This research aims to dismantle the dominant narrative of PT IWIP's nickel downstreaming. Through the critical theory of Max Horkheimer and the qualitative method of Karl Marx's dialectics, this research reveals how power works to shape unequal social realities, where local communities not only lose access to natural resources around them, but are also marginalized by the flow of external labor and environmental impacts such as air pollution and flooding that worsen the quality of life of residents.Ironically, although nickel downstreaming drives an increase in regional GRDP, poverty rates actually increase, reflecting the unequal distribution of economic benefits. This emphasizes the contradiction between industrial progress and social welfare. In the vortex of global capitalism, the voices and interests of the surrounding community tend to be silenced by a homogeneous and exclusive discourse of progress. The recommendations of this research are not interpreted as mere technical solutions, but rather demand affirmative policies that side with local communities, open up space for critical participation, and reconstruct infrastructure and training based on community needs as a form of identity affirmation and social justice.
