Abstract

Di samping kontrol pemanfaatan, penjagaan dan pengamanan atas semua kekayaan yang dimiliki negara Indonesia yang dikarenakan kondisi geografis dan sumber daya alam ini juga harus dilakukan. Dalam pelaksanaannya negara Indonesia tidak dapat menjalankan aktifitasnya hanya berdasarkan kekuasaan belaka melainkan harus berdasarkan atas hukum. Tujuan dilaksanakan penelitian ini yaitu Menganalisis dasar hukum yang mengatur tentang implementasi Sistem Peringatan Dini terintegrasi untuk penjagaan Asset Lepas Pantai sebagai Objek Vital Nasional. Metode yang digunakan dalam penelitian ini adalah metode kualitatif yang dapat menghasilkan data deskriptif untuk menggambarkan dan menguraikan objek yang diteliti atau gambaran dari fakta-fakta yang ada di lapangan. Kemudian diperoleh hasil bahwa Keselamatan pelayaran dan tanggung jawab. Implementasi VTS dan AIS dapat meningkatkan keselamatan pelayaran, yang merupakan kewajiban utama bagi kapal dan operator. Dengan sistem peringatan dini, kapal dapat menghindari potensi bahaya seperti tabrakan dengan objek di laut atau cuaca buruk, yang dapat mengurangi risiko kecelakaan dan kerugian finansial. Kata Kunci: Analisis Hukum, Penjagaan Aset, Objek Vital Nasional. / In addition to controlling the utilization, safeguarding and securing all the wealth owned by the state of Indonesia due to geographical conditions and natural resources must also be carried out. In its implementation, the state of Indonesia cannot carry out its activities only based on mere power but must be based on the law. The purpose of this research is to analyze the legal basis that regulates the implementation of an integrated Early Warning System for the protection of Offshore Assets as National Vital Objects. The method used in this study is a qualitative method that can produce descriptive data to describe and describe the object being researched or an overview of the facts in the field. Then the results were obtained that shipping safety and responsibility. The implementation of VTS and AIS can improve shipping safety, which is a major obligation for ships and operators. With an early warning system, ships can avoid potential hazards such as collisions with objects at sea or bad weather, which can reduce the risk of accidents and financial losses.
