Abstract

The purpose of this research is to evaluate and analyze the implementation of human resource and public relation management in the real application of School based management in State Junior High School 10 Ambon. State Junior High School 10 Ambon is one of the schools in the region that has implemented school based management. A deep evaluation of each component of school based management is needed in order to understand its implementation. This research focuses on two components which are human resource management and community management. The two aforementioned components is divided into six smaller categories. Human resources management consists of placement and disposition, development and reward. Community management focuses on community planning, approach community and community empowerment. The method used in this research is qualitative method. Data is procedurally taken through observation, process documentation and secondary datas. Triangulation model is used in order to validate all datas. The result of this research implies that among the six smaller groups of focuses not all of them are in accordance with the concept of school based management. The sub focus that matches the characteristic of school based management on the category of human resource management is the sub focus development. Placement, disposition and reward are the three sub focuses that have not met the criteria of school based management. On the second component, community management, sub focus of community planning and community approach are two that matches school based management. Meanwhile, the sub focus community empowerment does not suit the characteristics of school based management. The implication of this research is schools are to independently evaluate school management to examine the accordance of the implementation of school based management and its characteristics. If schools understand the implementation of school based management to their institutions, it would ease them to fix the unmatched components of school based management in order to have a better and stronger school management. This research recommends school principals as the highest rank in school management to implement school based management with its all components as the standard of school management in managing both human resource and community relationship. Should the plan is in harmony with the characteristic of school based management, school could be an effective educational institute.
