Abstract

Kekerasan Dalam Rumah Tangga adalah pelanggaran hak asasi manusia yang masih marak terjadi di Jakarta Utara. Data statistik menunjukkan peningkatan laporan kasus KDRT, menandakan kebutuhan perhatian serius dari penegak hukum. Rumusan masalah dalam penelitian ini adalah bagaimana efektifitas penerapan ketentuan Undang-Undang Nomor 23 Tahun 2004 tentang Penghapusan Kekerasan dalam Rumah Tangga di wilayah Kepolisian Resor Metropolitan Jakarta Utara dan bagaimana penegakan hukum tindak pidana kekerasan dalam rumah tangga di wilayah Kepolisian Resor Metropolitan Jakarta Utara berdasarkan Undang-Undang Nomor 23 Tahun 2004. Penelitian ini menggunakan metode empiris dengan pendekatan yuridis sosiologis, memanfaatkan data sekunder serta wawancara dan observasi. Bahan hukum primer Undang-Undang Nomor 23 Tahun 2004. Dari hasil penelitian inidapat disimpulkan bahwa efektifitas penerapan UU PKDRT di Polres Jakarta Utara belum maksimal. Penegakan hukum menghadapi masalah pemahaman hukum, keterbatasan sumber daya, dukungan korban, serta hambatan norma sosial dan stigma. Diperlukan peningkatan pelatihan, fasilitas, dan kampanye kesadaran untuk efektivitas dan perlindungan korban yang lebih baik. Kata Kunci: Kekerasan Dalam Rumah Tangga. / Domestic violence is a human rights violation that is still rampant in North Jakarta. tatistical data shows an increase in reports of domestic violence cases, signaling the need for serious attention from law enforcement. The formulation of the problem in this study is how effective is the implementation of the provisions of Law Number 23 of 2004 concerning the Elimination of Domestic Violence in the North Jakarta Metropolitan Resort Police area and how to enforce the law on domestic violence in the North Jakarta Metropolitan Resort Police area based on Law Number 23 of 2004. This research uses an empirical method with a sociological juridical approach, utilizing secondary data as well as interviews and observations. The handling of domestic violence is regulated in Law Number 23 of 2004. From the results of this study, it can be concluded that the effectiveness of the implementation of the PKDRT Law in the North Jakarta Police has not been maximized. Law enforcement faces problems with understanding the law, limited resources, victim support, as well as barriers to social norms and stigma. Increased training, facilities, and awareness campaigns are needed for better effectiveness and victim protection. Keywords: Domestic Violence
