Abstract
Penelitian ini dilatarbelakangi oleh masalah tenaga kerja asing ilegal yang ada di Pulau Bangka. Tenaga kerja asing (TKA) ilegal di Indonesia merupakan permasalahan sosial yang terjadi sejak tahun 1958 (kemenperin.go.id, 2018). Permasalah ini berawal dari masuknya TKA ke Pulau Bangka untuk bekerja. Tetapi peraturan yang ketat serta kebijakan BVK yang membebaskan 169 negara masuk ke Indonesia tanpa visa menimbulkan permasalahan sosial yang disebabkan oleh TKA yang melanggar peraturan. Mobilitas keluar masuk orang asing ini berpotensi memberikan ancaman bagi keamanan negara. Penelitian ini hendak meneliti bagaimana upaya kantor imigrasi kelas 1 TPI Pangkalpinang dalam Penindakan TKA ilegal dan apa dampaknya terhadap permasalahan TKA ilegal ini. Penelitian ini menggunakan teori Keamanan Non-tradisional, konsep tenaga kerja asing, Teori Peran, serta Peran kantor imigrasi. Dengan menggunakan metode penelitian kualitatif, serta menggunakan data primer dan sekunder dalam pengumplan data nya. Peneliti menemukan WNA yang masuk ke Pulau Bangka Tahun 2018 berjumlah 2.734 orang, jumlah ini melonjak drastis yaitu sejumlah 6.925 di tahun 2019. Selain itu peneliti juga menemukan telah terjadi penyalahgunaan visa izin tinggal yang dilakukan oleh WNA yang masuk ke Indonesia. Dampak dari permasalahan ini, keimigrasian melalui program Timpora melakukan pengawasan serta penindakan terhadap TKA yang melanggar. Langkah ini terbukti mampu menurunkan jumlah TKA Ilegal di Pulau Bangka pada tahun 2018-2023. Kata kunci: Kantor Imigrasi, tenaga kerja asing Ilegal, Peran. / This research is motivated by the problem of illegal foreign workers on Bangka Island. Illegal foreign workers (TKA) in Indonesia are a social problem that has occurred since 1958 (kemenperin.go.id, 2018). This problem started with the influx of foreign workers to Bangka Island to work. However, strict regulations and the BVK policy which exempts 169 countries from entering Indonesia without a visa have created social problems caused by foreign workers who violate the regulations. This mobility in and out of foreigners has the potential to pose a threat to state security. This research aims to examine the efforts of the TPI Pangkalpinang class 1 immigration office in cracking down on illegal foreign workers and what impact this has on the problem of illegal foreign workers. This research uses non-traditional security theory, the concept of foreign workers, role theory, and the role of the immigration office. By using qualitative research methods, and using primary and secondary data in collecting the data. Researchers found that there were 2,734 foreigners entering Bangka Island in 2018, this number increased drastically to 6,925 in 2019. Apart from that, researchers also found that there had been misuse of residence permit visas by foreigners entering Indonesia. As a result of this problem, immigration through the Timpora program monitors and takes action against foreign workers who violate them.
