Abstract
Penelitian ini menggali fenomena transaksi lintas batas tanpa surat izin antara kota Jayapura, Indonesia, dan Vanimo, Papua Nugini. Fokus utama penelitian adalah praktik paradiplomasi yang dilaksanakan oleh pemerintah daerah dalam mengelola permasalahan ini, dengan tujuan memahami secara mendalam konteks, motivasi, dampak, dan kerja sama yang terlibat. Teori yang dipakai dalam penelitian ini adalah konsep paradiplomasi, yang berfungsi sebagai landasan teoretis untuk memahami aktivitas pemerintah daerah dalam menjalankan hubungan internasional, khususnya dalam menyelesaikan isu transaksi lintas batas. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus, yang dibatasi pada wilayah geografis perbatasan Jayapura-Vanimo. Data penelitian didapatkan melalui wawancara, observasi, dan analisis dokumen. Sumber data primer melibatkan masyarakat di pos lintas batas dan Kepala Pos Lintas Batas Negara Skouw, sedangkan data sekunder berasal dari buku, jurnal, dokumen, dan website terpercaya. Temuan penelitian menunjukkan bahwa praktek paradiplomasi Kota Jayapura dan Vanimo dalam menangani transaksi lintas batas tanpa surat izin mencerminkan dinamika kompleks dalam hubungan bilateral kedua kota. Upaya kerja sama lintas batas telah dilakukan terhadap beragam sektor seperti ekonomi, budaya, dan pendidikan, namun tantangan seperti pelanggaran aturan perbatasan dan isu keamanan menyoroti perlunya pendekatan yang lebih holistik dalam diplomasi lokal. Meskipun demikian, kerja sama ini juga membawa dampak positif yang signifikan, termasuk peningkatan mobilitas manusia, pertumbuhan ekonomi, dan pariwisata. Namun, tantangan dalam penegakan hukum dan keamanan, serta perbedaan kebijakan antara kedua negara, menunjukkan bahwa kerja sama ini masih memerlukan upaya lebih lanjut untuk mencapai potensi penuhnya. Kata Kunci: Paradiplomasi; Transaksi Lintas Batas; Jayapura; Vanimo; Keamanan Perbatasan. / This research explores the phenomenon of cross-border transactions without permits between Jayapura, Indonesia, and Vanimo, Papua New Guinea. The primary focus of the study is the paradiplomacy practices carried out by local governments in managing this issue, aiming to gain a deep understanding of the context, motivations, impacts, and cooperation involved. The theoretical framework employed in this research is the concept of paradiplomacy, which serves as a theoretical foundation for understanding the activities of local governments in conducting international relations, particularly in addressing the issue of cross- border transactions. The research methodology used is qualitative with a case study approach, limited to the geographical border area of Jayapura-Vanimo. Research data were obtained through interviews, observations, and document analysis. Primary data sources involved the local community at the border post and the Head of the Skouw Border Post, while secondary data were derived from books, journals, documents, and reputable websites. The findings of the study indicate that the paradiplomacy practices of Jayapura and Vanimo in handling cross-border transactions without permits reflect the complex dynamics in the bilateral relations of the two cities. Cross-border cooperation efforts have been made in various sectors such as economy, culture, and education. However, challenges such as border regulation violations and security issues highlight the need for a more holistic approach to local diplomacy. Nonetheless, this cooperation has also brought significant positive impacts, including increased human mobility, economic growth, and tourism. However, challenges in law enforcement and security, as well as policy differences between the two countries, indicate that further efforts are needed to achieve the full potential of this cooperation.
