Abstract

Kota Jakarta merupakan salah satu kota besar yang menghadapi tantangan mobilitas akibat urbanisasi dan peningkatan kendaraan bermotor yang menyebabkan kemacetan dan polusi udara. Transit Oriented Development (TOD) atau yang dalam bahasa Indonesia disebut juga Kawasan Berorientasi Transit merupakan upaya pemerintah untuk mengatasi masalah tersebut dengan fokus pengembangan kawasan yang berbasi pada human centered dan integrasi antarmoda. Kawasan Dukuh Atas, merupakan pusat kawasan transportasi utama di Jakarta karena telah mengimplementasikan konsep Transit Oriented Development (TOD). Oleh sebab itu penelitian ini dilakukan untuk mengetahui kualitas dari fasilitas pejalan kaki dan mengembangkan walkability index berbasis aspek sosial pada kawasan TOD di Dukuh Atas, guna meningkatkan pengalaman pejalan kaki yang lebih baik. Untuk mendukung penelitian ini, metode pendekatan yang digunakan adalah metode kualitatif dan kuantitatif dengan analisis data primer dan sekunder. Pengukuran walkability di dasarkan pada Global Walkability Index dan peraturan yang berlaku di Indonesia. Fokus area penelitian adalah sekitar area transit yang menyambungkan Stasiun Sudirman, halte BRT, Stasiun MRT, dan Stasiun BNI City. Dari hasil penelitian menunjukkan bahwa kondisi walkability di Dukuh Atas sudah cukup baik namun dalam beberapa aspek masih memerlukan peningkatan. Selain itu diperlukannya penambahan Aspek sosial (Infrastruktur sosial dan interaksi sosial) ke dalam walkability index untuk kawasan TOD supaya dapat meningkatkan pengalaman berjalan kaki, serta mendorong lebih banyak orang untuk memilih berjalan kaki di kawasan ini. Kata kunci: Transit Oriented Development (TOD), Pejalan Kaki, Walkability. / Jakarta is one of the major cities facing mobility challenges due to urbanization and the increase in motor vehicles that cause congestion and air pollution. Transit Oriented Development (TOD) or in Indonesian also called Transit Oriented Area is the government's effort to overcome these problems with a focus on developing areas based on human centered and intermodal integration. Dukuh Atas area, is the center of the main transportation area in Jakarta because it has implemented the concept of Transit Oriented Development (TOD). Therefore, this research was conducted to determine the quality of pedestrian facilities and develop a walkability index based on social aspects in the TOD area in Dukuh Atas, in order to improve the pedestrian experience. To support this research, the approach methods used are qualitative and quantitative methods with primary and secondary data analysis. Walkability measurement is based on the Global Walkability Index and applicable regulations in Indonesia. The focus of the research area is around the transit area that connects Sudirman Station, BRT stops, MRT Station, and BNI City Station. The results show that the condition of walkability in Dukuh Atas is quite good but in some aspects still requires improvement. In addition, it is necessary to add social aspects (social infrastructure and social interaction) to the walkability index for TOD areas in order to improve the walking experience, and encourage more people to choose to walk in this area.
