Abstract

Migrasi internasional yang dilakukan pengungsi Timur Tengah ke Eropa telah menimbulkan krisis pengungsi di Yunani. Akibatnya, keamanan individu menjadi terancam dan menyebabkan kekhawatiran Yunani untuk mampu menerima dan memberikan perlindungan khusus kepada pengungsi. Dunia era baru telah menstimulasikan bahwa pengungsi merupakan bagian dari masyarakat kosmopolitan. Kehadirannya layak diterima oleh Yunani, khususnya oleh Uni Eropa sebagai bagian untuk menjunjung tinggi hak asasi manusia dan mengakui identitas pengungsi sebagai masyarakat dunia. Dengan demikian, penelitian ini bertujuan untuk menguraikan kebijakan-kebijakan Uni Eropa dalam menangani pengungsi di Yunani. Dalam penelitian ini, peneliti juga menggunakan teori kosmopolitanisme dan konsep keamanan manusia. Peneliti menggunakan pendekatan liberalisme institusional untuk mendukung teori dan konsep yang digunakan. Untuk mendukung spesifikasi penelitian ini, peneliti menggunakan metode penelitian studi kasus yang dianalisis secara kualitatif dengan mengumpulkan, menganalisis dan memvalidasi data-data untuk memperoleh kualitas penelitian yang kredibel. Hasil dari penelitian ini menunjukkan bahwa kebijakan-kebijakan Uni Eropa belum secara efektif mampu menangani pengungsi di Yunani. Banyaknya tantangan dan kontroversi dalam lingkup internal dan eksternal menyebabkan implementasi kebijakan-kebijakan tersebut tidak berjalan secara maksimal. Dalam penelitian ini, peneliti juga menemukan bahwa terdapat adat istiadat dan budaya masyarakat Yunani yang kosmopolitanisme sebagai faktor pendukung implementasi kebijakan-kebijakan Uni Eropa dalam penanganan pengungsi di Yunani. Adanya kebijakan politis yang top-down dari Uni Eropa dan culture Yunani yang bersifat down-top mampu mendukung Uni Eropa mewujudkan cita-citanya menjadi Eropa yang kosmopolitanisme (European Cosmopolitanism). / International migration by Middle Eastern refugees to Europe has caused a refugee crisis in Greece. As a result, individual security is threatened and causes concerns for Greece to be able to accept and provide special protection to refugees. The new era world has stimulated that refugees are part of a cosmopolitan society. Its presence deserves to be accepted by Greece, especially by the European Union as part of upholding human rights and recognizing the identity of refugees as part of the world community. Thus, this research aims to outline the European Union's policies in dealing with refugees in Greece. In this research, researchers also used the theory of cosmopolitanism and the concept of human security. Researchers use an institutional liberalism approach to support the theories and concepts used. To support the specifications of this research, the researcher used a case study research method which was analyzed qualitatively by collecting, analyzing and validating data to obtain credible research quality. The results of this research show that European Union policies have not been able to effectively deal with refugeesin Greece. The many challenges and controversies within the internal and external spheres have caused the implementation of these policies to not run optimally. In this research, researchers also found that there are cosmopolitan customs and culture of Greek society as supporting factors for the implementation of European Union policies in handling refugees in Greece. The existence of top-down political policies from the European Union and down-top Greek culture are able to support the European Union in realizing its dream of becoming a cosmopolitan Europe (European Cosmopolitanism).
