Abstract

Penelitian ini menganalisis pengaruh hegemoni Uni Eropa dalam gugatan di WTO terhadap kebijakan Indonesia mengenai larangan ekspor nikel mentah. Isu yang diangkat dalam penelitian ini dikaji menggunakan pendekatan Hegemoni yang dicetuskan oleh Antonio Gramsci. Ia digunakan untuk memahami dan menganalisis faktor-faktor materiil yang membentuk kekuasaan negara maju dalam pergerakan ideologi kebijakan neoliberalisme, dan bagaimana hal ini memengaruhi tindakan satu entitas kuat, seperti Uni Eropa. Penelitian ini menggunakan metode dialektika materialisme historis untuk mengungkap bentuk kapitalisme yang tertanam dalam keputusan Uni Eropa terkait gugatan larangan ekspor nikel mentah di WTO. Melalui pendekatan ini, penelitian ini mengungkap bagaimana Uni Eropa memengaruhi kebijakan Indonesia dalam larangan ekspor nikel mentah, serta faktor-faktor ideologis dan ekonomi berperan dalam membentuk kebijakan tersebut. Hasil penelitian menunjukkan bahwa gugatan yang diajukan oleh Uni Eropa memiliki dampak besar dalam menjaga status quo kepentingan terhadap pasokan nikel dan memengaruhi regulasi Indonesia terkait kedaulatan sumber daya alam, termasuk diterapkannya larangan ekspor nikel mentah. Selain itu, penelitian ini memberikan informasi yang berharga untuk pertimbangan dalam pengambil kebijakan ekonomi holistik dalam menghadapi isu-isu perdagangan internasional yang kompleks. / This study analyzes the influence of the European Union's hegemony in WTO disputes on Indonesia's policy regarding the ban on raw nickel exports. The issues addressed in this study are examined using the Hegemony approach as formulated by Antonio Gramsci. It is used to understand and analyze the material factors that shape the power of advanced nations in the movement of neoliberal policy ideology, and how this affects the actions of a strong entity like the European Union. This research employs the method of historical materialism dialectics to reveal the forms of capitalism embedded in the European Union's decisions concerning the WTO dispute on the ban of raw nickel exports. Through this approach, the study uncovers how the European Union influences Indonesia's policy on the ban of raw nickel exports, as well as the ideological and economic factors that play a role in shaping this policy. The research results indicate that the lawsuit filed by the European Union has a significant impact on maintaining the status quo of interests in nickel supply and influencing Indonesia's regulations concerning natural resource sovereignty, including the implementation of the ban on raw nickel exports. Furthermore, this study provides valuable information for consideration in holistic economic policymaking when dealing with complex international trade issues.
