Abstract

Penerapan sistem desentaralisasi di Indonesia memberikan ruang bagi pemerintah daerah untuk mengurus daerahnya sesuai dengan kebutuhan dan menyesuaikan aspek sosial, politik, serta tipologi daerah. Hal ini juga diterapkan oleh Pemerintah Daerah Kota Tangerang yang menyusun kebijakan dengan menyesuaikan kebutuhan daerah dalam halnya Perda Kota Tangerang Nomor 7 Tahun 2005 Tentang Pelarangan, Pengedaran Dan Penjualan Minuman Keras. Pada implementasi Perda tersebut pemerintah Kota Tangerang telah menerapkan sesuai dengan langkah implementasi selama 18 tahun hingga memiliki capaian perubahan stigma dimasyarakat yang menganggap bahwa Kota Tangerang merupakan Kota bebas minuman keras dan aman dari kriminalitas. Namun dalam penerapan Perda Pelarangan Miras tidak sepenuhnya berjalan sempurna masih terdapat tantangan dan hambatan seperti masih ditemukan pelaku usaha Miras ilegal. Teori yang digunakan penelitian ini antara lain Konsep Evaluasi Kebijakan oleh William Dunn sebagai landasan teori utama, Model Implementasi Kebijakan oleh Merilee Grindle, dan Model Evaluasi CIPP oleh Daniel Stufflebeam. Metode yang digunakan pada penelitian ini adalah kualitatif deskriptif dengan teknik pengumpulan data premier wawancara narsumber. Selama berlangsungnya penelitian terdapat temuan lapagan bahwa masih banyak yang perlu diperbaiki dalam kebijakan tersebut mengingat pelaku usaha miras ilegal yang ditemukan tahun 2022 tidak jera dan ditemukan pada razia tahun 2023 serta acuan pada Perda Pelarangan Miras belum menyesuaikan peraturan pusat terbaru yaitu Perpres Nomor 74 Tahun 2013. Hasil penelitian menemukan implementasi sudah dijalankan sesuai prosedur namun hasil tidak efektif mengingat masih banyaknya ditemukan pelanggaran penjual Miras ilegal. Oleh karena itu perlu adanya evaluasi pada Perda Kota Tangerang Nomor 7 Tahun 2005 mengingat kebijakan ini sudah berjalan sangat lama sehingga perlu adanya penyesuaian karena banyak perubahan yang terjadi di Kota Tangerang. / The implementation of the decentralization system in Indonesia provides space for local governments to manage their regions according to their needs and adjust social, political, and regional typology aspects. This is also implemented by the Regional Government of Tangerang City which formulates policies by adjusting regional needs in the case of Tangerang City Regional Regulation Number 7 of 2005 concerning the Prohibition, Distribution and Sale of Liquor. In the implementation of the Regional Regulation, the Tangerang City government has implemented in accordance with the implementation steps for 18 years to have the achievement of changing stigma in the community which considers that Tangerang City is a liquor-free and safe city from crime. However, in the implementation of the Miras Prohibition Bylaw, it is not completely perfect, there are still challenges and obstacles such as still found by illegal Miras business actors. The theories used in this research include the Concept of Policy Evaluation by William Dunn as the main theoretical foundation, the Policy Implementation Model by Merilee Grindle, and the CIPP Evaluation Model by Daniel Stufflebeam. The method used in this study is descriptive qualitative with premier data collection techniques for interviewing resource persons. During the research, there were lapagan findings that there was still much that needed to be improved in the policy considering that illegal oil business actors found in 2022 were not deterred and were found in raids in 2023 and references to the Miras Prohibition Regional Regulation had not adjusted the latest central regulation, namely Presidential Regulation Number 74 of 2013. The results of the study found that the implementation had been carried out according to procedures but the results were ineffective considering that there were still many violations found by illegal Miras sellers. Therefore, there needs to be an evaluation in Tangerang City Regional Regulation Number 7 of 2005 considering that this policy has been running for a very long time so it needs adjustments because many changes have occurred in Tangerang City.
