Abstract

Pada tahun 2050, diprediksi bawah lebih dari dua pertiga populasi dunia akan tinggal di perkotaan. Di Indonesia peningkatan jumlah penduduk juga sudah terlihat khususnya di Kawasan metropolitas seperti Kota Bekasi yang terjadi sebagai dampak dari pembangunan wilayah. Peningkatan jumlah penduduk telah memicu tren kepadatan mobilitas yang mengakibatkan dampak buruk berupa penurunan kualitas keamanan sehingga kota menjadi kurang ideal dan nyaman bagi penghuninya. Perencanaan aspek sirkulasi dan perparkiran dinilai sangat penting karena menentukan kualitas lingkungan, kenyamanan, dan keamanan di wilayah perkotaan. Namun demikian, terdapat banyak cara yang dapat dilakukan dalam usaha Perencanaan aspek sirkulasi dan perparkiran yang ideal diantaranya adalah penerapan konsep Intelligence Transport System (ITS) penerapan konsep ITS yang memanfaatkan perangkat Information, and Communication Technology (ICT) dihadirkan untuk meningkatkan kualitas aspek sirkulasi dan perparkiran kota untuk keamanan di jaringan jalan perkotaan perlu diteliti lebih lanjut. Hasil analisa pada lokasi penelitian menunjukan bahwa kondisi mobilitas inter-regional, parkir liar, dan durasi lampu lalu lintas yang kurang termanajemen dangan baik mempengaruhi 75 % dari penumpukan kendaraan dan kondisi infrastruktur yang kurang memadai memperparah hal tersebut. Disisi lain hasil pengolahan data terbukti bahwa pemanfaatan ITS dapat mempengaruhi keamanan di jalan raya sebesar 61-71 %. Berdasarkan hal tersebut penerapan ITS akan diterapkan sebagai upaya proaktif tentang strategi pengendalian aspek sirkulasi dan perparkiran kota Dengan demikian, konsep aplikasi ITS yang memanfaatkan perangkat ICT yang tepat diharapkan dapat mengendalikan mobilitas secara efisien, sehingga dapat meningkatkan keamanan dan keselamatan dan mengurangi stressor atau gangguan di jalan raya kota. Hingga pada akhirnya dapat meningkatkan kualitas kenyamanan dan image lingkungan perkotaan. Kata kunci : ICT, ITS, keamanan, kenyamanan kota, Upaya Proaktif. / By 2050, it is predicted that more than two-thirds of the world's population will live in cities. In Indonesia, the population increase has also been seen, especially in metropolitan areas such as Bekasi City, which occurs as a result of regional development. The increase in population has triggered a trend of mobility density that has resulted in adverse impacts in the form of a decrease in the quality of security so that the city becomes less ideal and comfortable for its residents. Planning aspects of circulation and parking are considered very important because they determine the environmental quality, comfort, and safety in urban areas. However, there are many ways that can be done in an effort to plan the ideal aspects of circulation and parking, the application of the Intelligence Transport System (ITS) concept that utilises Information, and Communication Technology (ICT) tools to improve circulation and parking quality aspect of the city for security in urban road networks needs to be further investigated. The analysis shows that the poorly managed inter-regional mobility, illegal parking, and traffic light duration affect 75% of the vehicle congestion and the inadequate infrastructure exacerbates it. On the other hand, data processing results proved that ITS utilisation can affect road safety by 61-71%. Based on this, the application of ITS will be applied as a proactive effort on the control strategy of the circulation and parking aspects of the city. Thus, the ITS concept applications utilising appropriate ICT tools is expected to control mobility efficiently, thereby improving security and safety and reducing stressors or disruptions on city roadways. Ultimately, it can improve the quality of comfort and image of the urban environment. Keywords: ICT, ITS, safety, urban comfort, Proactive Efforts.
