Abstract

Penelitian ini bertujuan untuk menjelaskan peraturan mengenai pelayaran otonom yang bernama MASS yang diatur oleh IMO. Peneltian ini akan melihat isu bentuk penolakan indonesia mengenai peraturan MASS yang berdampak sebagai rezim yang merugikan Indonesia dalam dunia pelayaran di era Presiden Jokowi. Rezim MASS akan sangat merugikan Indonesia jika diterapkan Indonesia yang berakibat para pelaut kehilangan lapangan pekerjaan. Para pelaut yang kehilangan bekerjanya akan berdampak langsung bagi pemerintahan Indonesia penelitian ini akan melihat dampak apa saja yang akan dirasakan akibat Rezim MASS. Penelitian ini menggunakan 1 konsep mengenai Rezim Internasional oleh Stephen Kashner dan 1 teori mengenai Rational Actor Model dari Graham T. Allison. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif yang berbasis dari studi kasus dan tipe penelitian eksplanatif. Metode pengumpulan data adalah sumber data primer yang diperoleh melalui wawancara dan data sekunder melalui dokumentasi dan studi pustaka. Jenis penelitian yang digunakan adalah Jenis Penelitian Studi kasus dan tipe penelitian eksplanatif. Hasil penelitian menemukan bahwa Tindakan penolakan Indonesia terhadap isu rezim MASS jauh lebih menguntungkan ketimbang mengadopsi aturan tersebut. Penolakan rezim MASS tersebut dapat mempertahankan para pelaut Indonesia yang sangat berkontribusi besar dalam bidang ekonomi, politik, sosial dan Budaya. Para pelaut Indonesia sangat membantu dalam pendapatan devisa negara, Pendukung negara, melindungi Kawasan maritim Indonesia dan membantu dalam menyebarkan berbagai kebudayaan Indonesia dalam dunia Internasional. / This study aims to explain the regulations regarding autonomous shipping called MASS regulated by IMO. This research will look at the issue of the form of Indonesia's rejection of the MASS regulation which has an impact as a regime that is detrimental to Indonesia in the world of shipping in the era of President Jokowi. The MASS regime will be very detrimental to Indonesia if Indonesia implements it which results in seafarers losing jobs. Seafarers who lose their jobs will have a direct impact on the Indonesian government. This research will look at the impacts that will be felt as a result of the MASS Regime. This study uses 1 concept regarding International Regime by Stephen Kashner and 1 theory concerning the Rational Actor Model from Graham T. Allison. The research method used in this research is qualitative based on case studies and explanatory research types. Data collection methods are primary data sources obtained through interviews and secondary data through documentation and literature study. The type of research used is the type of case study research and the type of explanatory research. The results of the study found that Indonesia's rejection of the MASS regime issue was far more profitable than adopting the rule. The rejection of the MASS regime can retain Indonesian seafarers who greatly contribute in the economic, political, social and cultural fields. Indonesian sailors are very helpful in earning the country's foreign exchange, supporting the country, protecting the Indonesian maritime area and helping to spread various Indonesian cultures in the international community.
