Abstract

Kebangkitan Tiongkok merupakan isu sensitive bagi Amerika Serikat. Peningkatan kekuatan pertahanan keamanan, kekuatan ekonomi dan peran politik telah menjadikan Tiongkok sebagai rival Amerika Serikat baik di tingkat regional Asia Pasifik maupun global. Penelitian ini bertujuan mengungkap perilaku dua presiden Amerika Serikat yaitu Barack Obama dan Donald Trump merespon kebangkitan Cina tersebut. Untuk memahami perilaku Obama dan Trump, penelitian ini akan menggunakan teori operational code dari Alexander George. Penelitian ini merupakan penelitian kualitatif yang memanfaatkan data sekunder yang diperoleh dari artikel jurnal, buku dan media online. Hasil penelitian menunjukkan bahwa hubungan Amerika – Serikat dibawah Obama lebih bersahabat dibandingkan dengan era Trump. Hal ini disebabkan oleh dua hal penting. Secara filosofis, Obama memiliki keyakinan bahwa dunia politik bersifat kerjasama sedangkan Trump yang memiliki latar belakang sebagai pengusaha memiliki keyakinan bahwa dunia politik merupakan dunia persaingan dan konfliktual. Secara instrumental, dalam menyikapi kebangkitan Tiongkok, Obama menggunakan instrumen diplomasi sementara Trump, ketika menghadapi adanya perbedaan kepentingan antara Amerika Serikat dan Tiongkok memilih untuk bersifat konfrontatif dan bersiap untuk Perang. Kata Kunci: Kebangkitan Tiongkok, Amerika Serikat, Operational Code, Barack Obama, Donald Trump. / China’s rise is a sensitive issue for the United States of America. China's growing power in defense and security, economic power, and political role has made it a rival to the United States on both the Asia Pacific regional and global levels. The purpose of this study is to reveal the behaviours of two US presidents, Barack Obama and Donald Trump, in responding to China's rise. This study will employ Alexander George's operational code theory to understand Obama and Trump's behavior. This is a qualitative study based on secondary data gathered from journal articles, books, and online media. The findings show that the relationship between the United States and the United States is friendlier under Obama than it is under Trump. This is due to two major factors. Philosophically, Obama believes that the world of politics is cooperative, whereas Trump, who has a business background, believes that the world of politics is one of competition and conflict. Obama uses diplomatic tools to respond to China's rise, whereas Trump chooses to be confrontational and prepare for war.
