Abstract

Penelitian ini berlatar belakang adanya krisis energi listrik dan kurangnya stok batubara di Indonesia. Orientasi penelitian bertujuan untuk mengetahui arti penting keamanan energi bagi Indonesia sebagai landasan penerbitan Surat Keputusan Kementerian ESDM Indonesia Nomor 139.K/HK.02/MEM.B/2021 tentang pemenuhan kebutuhan batubara dalam negeri Analisa penelitian menggunakan teori keamanan energi didukung metode penelitian kualitatif. Hasil penelitian menemukan bahwa Keputusan Kementerian ESDM Indonesia tentang “Pemenuhan Kebutuhan Batubara Dalam Negeri” menimbulkan protes dari negara-negara importir batu bara yang terdampak seperti Jepang,China dan Korea Selatan. DMO atau Domestik Market Obligation yang diberlakukan di Indonesia dapat berjalan dengan baik sehingga Larangan ekspor dicabut pada tanggal 20 Januari 2022 lebih cepat dari yang ditetapkan oleh pemerintah Indonesia yaitu tanggal 31 Januari 2022. Keputusan tersebut memberikan dampak peningkatan hubungan diplomasi ekonomi yang terjalin antara Indonesia dengan negara-negara Jepang,China dan Korea Selatan sebagai Improtir energi Kata kunci:keamanan energi,ESDM,DMO,Indonesia,batubara,ekspor-impor. / This research is based on the background of the electrical energy crisis and the lack of coal stocks in Indonesia. The research orientation aims to determine the importance of energy security for Indonesia as the basis for the issuance of the Indonesian Ministry of Energy and Mineral Resources Decree Number 139.K/HK.02/MEM.B/2021 concerning the fulfillment of domestic coal needs. The research analysis uses energy security theory supported by qualitative research methods. The results found that the Decree of the Indonesian Ministry of Energy and Mineral Resources on "Fulfillment of Domestic Coal Needs" caused protests from affected coal importing countries such as Japan, China and South Korea. The DMO or Domestic Market Obligation imposed in Indonesia can run well so that the export ban is lifted on January 20, 2022 earlier than the date set by the Indonesian government, which is January 31, 2022. The decision has an impact on improving economic diplomacy relations between Indonesia and the countries of Japan, China and South Korea as energy importers.
