Abstract

Krisis pengungsi yang meningkat di Kawasan Eropa tahun 2015 memberikan gambaran bagaimana pengungsi yang datang memberi harapan hidupnya kepada Uni Eropa. Namun, apa yang terjadi lewat insiden kebakaran yang menimpa Kamp Pengungsi Moria di Pulau Lesbos, Yunani, pada 8 September 2020, membuktikan bahwa implementasi kebijakan pengungsi dan kinerja dari Uni Eropa justru lebih banyak mengancam berbagai aspek keamanan manusia. Sejalan dengan hal tersebut, skripsi ini bertujuan untuk meneliti dan membuktikan lebih jauh terkait bagaimana Uni Eropa sebagai organisasi internasional di dalam mengimplementasikan kebijakan pengungsi Uni Eropa dan memenuhi tanggung jawab nya sesuai Konvensi Jenewa mengenai Status Pengungsi tahun 1951, lewat studi kasus kebakaran Kamp Pengungsi Moria. Teori Organisasi Internasional dan Konsep Pengungsi Internasional serta Konsep Keamanan Manusia digunakan Peneliti untuk menganalisis permasalahan dan hasil penelitian. Metode yang digunakan oleh Peneliti adalah metode penelitian kualitatif dengan sumber data sekunder yang diperoleh dari sumber yang kredibel. Hasil dari penelitian ini menyimpulkan bahwa terdapat tiga alasan yang menjelaskan mengapa Uni Eropa belum mampu dengan baik mempraktikan kebijakan pengungsi Uni Eropa itu sendiri, serta bertindak tegas terhadap negara anggotanya. Hal yang menjurus kepada kegagalan Uni Eropa ini berdampak besar terhadap terancamnya beberapa aspek keamanan manusia bagi pengungsi./ The escalating refugee crisis in the European Region in 2015 illustrates how refugees who come give life to the European Union. However, what happened through the fire incident that hit the Moria Refugee Camp on the island of Lesbos, Greece, on September 8, 2020, proves that the implementation of refugee policies and the performance of the European Union actually threatens various aspects of human security. In line with this, this thesis aims to research and further prove how the European Union as an international organization implements the EU refugee policy and fulfills its responsibilities according to the Geneva Convention on the Status of Refugees in 1951, through a case study of the Moria Refugee Camp fire. International Organization Theory and International Refugee Concepts and Human Security Concepts are used by researchers to analyze problems and research results. The method used by the researcher is a qualitative research method with secondary data sources obtained from credible sources. The results of this study conclude that there are three reasons that explain why the European Union has not been able to properly practice the EU refugee policy itself, and act decisively against its member countries. The thing that led to the failure of the European Union had a major impact on the threat of several aspects of human security for refugees.
