Abstract

Skripsi ini bertujuan untuk meneliti diplomasi yang dilakukan Kalimantan Timur dengan lembaga internasional Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) dalam menyelesaikan masalah lingkungan. GIZ merupakan salah satu mitra pembangunan penting di Kalimantan Timur, kerjasama Jerman dan Indonesia di wilayah ini sudah dimulai dari periode tahun 1970-an dengan dukungan di berbagai bidang pengelolaan sumber daya alam. Penelitian ini penting untuk memberikan analisis dengan teori diplomasi lingkungan untuk menjelaskan fenomena dan permasalahan perubahan iklim di wilayah Kalimantan Timur periode 2013 – 2019 yang menjadi salah satu kepentingan nasional Republik Indonesia karena Indonesia merupakan salah satu negara yang terdampak perubahan iklim, khususnya di wilayah Kalimantan Timur. Dampak perubahan iklim di Kalimantan Timur dengan adanya deforestasi dan degradasi yang penyebabkan kerusakan lingkungan, oleh sebab itu melalui dasar hukum UU No. 31 tahun 2009 Pemerintah Daerah Kalimantan Timur melakukan upaya Kerjasama Diplomasi lingkungan dengan Lembaga internasional yaitu Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). Metode penelitian yang digunakan adalah kualitatif berbasis deskriptif analisis yang didukung sumber data primer dan sekunder, pengambilan sampel sumber data dilakukan secara purposive dan snowball, teknik pengumpulan dengan triangulasi (gabungan), analisis data bersifat induktif atau kualitatif, dan hasil penelitian kualitatif lebih menekankan makna daripada generalisasi. Hasil penelitian ini menemukan bahwa diplomasi lingkungan yang dilakukan pemerintah daerah Kalimantan Timur dapat diimplementasikan dalam berbagai program kegiatan dan kerjasama. Beberapa program signifikan yang dilakukan adalah program pembangunan hijau Kaltim dan FCPF-CF. Diplomasi lingkungan yang diimplementasikan dari berbagai program tersebut berhasil memenuhi kepentingan nasional Indonesia dalam mengurangi emisi karbon gas rumah kaca dan memberikan dampak kepada masyarakat yaitu pencegahan perluasan titik api pada saat musim kemarau dengan melibatkan masyarakat. Kata Kunci: Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), Diplomasi Lingkungan, Kalimantan Timur, Pemerintah Daerah, Perubahan Iklim./ This thesis aims to examine the diplomacy carried out by East Kalimantan with the international agency Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) in solving environmental problems. GIZ is one of the important development partners in East Kalimantan, cooperation between Germany and Indonesia in this area has started since the 1970s with support in various fields of natural resource management. This research is important to provide analysis with the theory of environmental diplomacy to explain the phenomena and problems of climate change in the East Kalimantan region for the 2013 – 2019 period which is one of the national interests of the Republic of Indonesia because Indonesia is one of the countries affected by climate change, especially in the East Kalimantan region. The impact of climate change in East Kalimantan with deforestation and degradation causing environmental damage, therefore through the legal basis of Law no. 31 of 2009 The Regional Government of East Kalimantan made efforts to collaborate on environmental diplomacy with an international institution, namely Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). The research method used is qualitative based on descriptive analysis supported by primary and secondary data sources, sampling of data sources is done purposively and snowball, collection techniques are triangulation (combined), data analysis is inductive or qualitative, and qualitative research results emphasize meaning rather than generalization. The results of this study found that environmental diplomacy carried out by the regional government of East Kalimantan can be implemented in various activity and cooperation programs. Some of the significant programs carried out are the East Kalimantan green development program and the FCPF-CF. The environmental diplomacy implemented from these various programs succeeded in fulfilling Indonesia's national interest in reducing greenhouse gas carbon emissions and having an impact on society, namely preventing the expansion of hotspots during the dry season by involving the community.
