Abstract

Isu imigran ilegal di Amerika Serikat telah menjadi salah satu topik permasalahan utama oleh Donald Trump yang pada 2017 lalu terpilih menjadi Presiden ke-45 Amerika Serikat. Isu tersebut ia jadikan sebuah kebijakan untuk menjaga keamanan nasional Amerika Serikat dari berbagai ancaman yang dibawa oleh imigran ilegal di perbatasan AS-Meksiko. Dengan melihat hal tersebut, penulis ingin mencari tahu bagaimana implementasi kebijakan tersebut berdampak terhadap keamanan nasional Amerika Serikat dan imigran ilegal. Penelitian ini menggunakan metode penelitian kualitatif deskriptif untuk mencari tahu dan menjawab hasil penelitian terhadap permasalahan yang diangkat oleh penulis. Untuk mencari tahu permasalahan tersebut penulis menggunakan dua teori yaitu teori sekuritisasi oleh Barry Buzan, Ole Waever & Jaap de Wilde dan teori kebijakan luar negeri oleh William D. Coplin serta didukung oleh konsep keamanan nasional dan human security. Hasil penelitian ini ditemukan bahwa dampak terhadap keamanan Amerika Serikat setelah dikeluarkannya kebijakan imigrasi Donald Trump berupa kriminalitas, penyelundupan narkoba dan penyelundupan imigran ilegal yang mana dampak tersebut diketahui tidak mengalami penurunan yang signifikan meskipun Trump telah memfokuskan untuk mengatasi permasalahan para imigran ilegal di tembok perbatasan. Bagi imigran ilegal sendiri dampak yang dialami berupa penangkapan dan deportasi yang disertai kekerasan baik verbal maupun fisik, pemisahan terhadap keluarga imigran ilegal, pelecehan seksual hingga kematian./ The issue of illegal immigrants in the United States has become one of the main topics of concern for Donald Trump, who in 2017 was elected as the 45th President of the United States. He made this issue a policy to maintain the national security of the United States from various threats posed by illegal immigrants at the US-Mexico border. By looking at this, the author wants to find out how the implementation of these policies has an impact on the national security of the United States and illegal immigrants. This study uses descriptive qualitative research methods to find out and answer the results of research on the problems raised by the author. To find out these problems, the author uses two theories, namely the securitization theory by Barry Buzan, Ole Waever & Jaap de Wilde and the foreign policy theory by William D. Coplin and supported by the concepts of national security and human security. The results of this study found that the impact on United States security after the issuance of Donald Trump's immigration policy in the form of crime, drug smuggling and smuggling of illegal immigrants where the impact is known to have not decreased significantly even though Trump has focused on overcoming the problem of illegal immigrants on the border wall. For illegal immigrants themselves, the impact they experience is in the form of arrest and deportation accompanied by verbal and physical violence, separation of illegal immigrant families, sexual harassment and even death.
