Abstract

Konflik merupakan suatu hal yang sangat krusial dalam masyarakat. Konflik yang berkepanjangan dapat mempengaruhi stabilitas keamanan. Selain itu, konflik juga dapat berpengaruh pada penurunan sistem tatanan politik dan sosial di masyarakat. Konflik atas sengketa tanah seringkali dijumpai di masyarakat, salah satunya konflik tanah yang terjadi di Kelurahan Kalibobo, Nabire Papua sejak tahun 2020 silam yang terjadi antara suku Mee dan Dawa yang melibatkan peran kepala suku. Namun hingga sekarang belum juga selesai. Tujuan dari penelitian ini adalah untuk memetakan konflik dan dinamika konflik, untuk mengetahui peran kepala suku dalam menyelesaikan konflik tanah, dan hambatan apa saja yang menjadi kendala dalam penyelesaian konflik. Penelitian ini merupakan penelitian deskriptif dengan menggunakan metode kualitaif. Desain penelitian berupa studi kasus. Teknik pengumpulan data menggunakan teknik wawancara dan studi pustaka. Hasil penelitian menunjukkan bahwa pemetaan dan dinamika konflik dalam penelitian ini menggambarkan konflik yang berbentuk horizontal antara suku Mee dan suku Dawa yang berawal dari suku dawa bercocok tanam di lahan milik pribadi suku Mee. Tindakan tersebut dimaksudkan untuk mengusai lahan lebih luas hingga terjadi perang antar suku yang mengakibatkan delapan orang terluka. Adanya peristiwa perang, kepala suku berperan meredam konflik dengan cara musyawarah adat. Peran kepala suku dalam konflik tanah ini adalah sebagai mediator, fasilitator, dan motivator. Peran sebagai mediator yaitu memediasi, fasilitator yaitu memfasilitasi, dan motivator yaitu memotivasi dan mengajak berdamai. Sedangkan hambatan utama adalah dari pihak pemilik tanah sengketa tidak hadir dalam musyawarah dikarenakan tinggal di luar kota. In addition, conflict can also affect the decline in the political and social order system in society. Conflicts over land disputes are often encountered in the community, one of which is the land conflict that has occurred in Kalibobo Village, Nabire Papua since 2020 which occurred between the Mee and Dawa tribes involving the role of tribal chiefs. But so far it's not finished. The purpose of this research is to map conflict and conflict dynamics, to find out the role of tribal chiefs in resolving land conflicts, and what obstacles are obstacles in conflict resolution. This research is a descriptive study using qualitative methods. The research design is a case study. Data collection techniques using interview techniques and literature study. The results show that the mapping and dynamics of conflict in this study describe a horizontal conflict between the Mee and Dawa tribes that started with the Dawa tribe farming on private land owned by the Mee tribe. This action was intended to control more land until a war broke out between tribes which resulted in eight people being injured. In the event of war, tribal chiefs play a role in reducing conflict by means of customary deliberation. The role of the tribal chief in this land conflict is as a mediator, facilitator, and motivator. The role as a mediator is to mediate, a facilitator is to facilitate, and a motivator is to motivate and invite peace. Meanwhile, the main obstacle is that the disputed land owner is not present at the deliberations due to living outside the city.
