Abstract
Skripsi ini membahas mengenai efektivitas ASEAN Regional Forum (ARF) dalam konflik Laut Tiongkok Selatan (LTS). Pembahasan tersebut dilatar belakangi oleh adanya pandangan pesimis terhadap kemampuan ARF dalam mengendalikan dampak konflik LTS terhadap stabilitas kawasan sekitar. Landasan pemikiran skripsi menggunakan konsep rezim internasional dari Stephen D. Krasner untuk menganalisa efektivitas ARF di LTS. Metode penelitian yang digunakan adalah pendekatan behaviouralisme dalam metode penelitian kualitatif yang berfokus pada kronologis yang historis dari sumber data primer dan sekunder. Hasil penelitian menemukan bahwa ARF melalui Declaration on the Conduct of Parties in the South China Sea (DoC) memiliki efektivitas yang moderat dalam meredam gangguan keamanan di kawasan Asia Tenggara akibat konflik LTS. Oleh sebab itu peneliti merekomendasikan peneliti selanjutnya dapat menuliskan penelitian lanjutan mengenai kelebihan dan kekurangan dari efektivitas poin-poin yang ada pada DoC dan dampaknya pada kelanjutan kerangka kerja yang baru yaitu Code of Conduct (CoC) yang direncanakan akan disetujui pada tahun 2021./ This study discusses the effectiveness of the ASEAN Regional Forum (ARF) in the South China Sea (LTS) conflict. The discussion was motivated by a pessimistic view of arf's ability to control the impact of LTS conflict on the stability of the surrounding area. The foundation of thesis thought uses the concept of the international regime of Stephen D. Krasner to analyze the effectiveness of ARF in LTS. The research method used is behaviouralism approach in qualitative research method which focuses on historical chronological from primary and secondary data sources. The results found that arf through declaration on the Conduct of Parties in the South China Sea (DoC) has moderate effectiveness in mitigating security disturbances in southeast Asia due to LTS conflict. Therefore, the researchers recommend that they can further write further research on the advantages and disadvantages of the effectiveness of the points in the DoC and its impact on the continuation of the new framework Code of Conduct (CoC) which is planned to be approved in 2021.
