Abstract

Penelitian ini bertujuan untuk mengetahui perdagangan yang dilakukan Indonesia dalam ekspor ikan tuna ke Uni Eropa. Permasalahan yang terjadi antara Indonesia dan Uni Eropa adalah ekspor ikan tuna ke wilayah Uni Eropa mengalami hambatan perdagangan non tarif yang sudah berlangsung sejak lama. Hambatan perdagangan yang terjadi adalah seperti sulitnya mendapatkan sertifikat kesehatan, sertifikat tangkap dan sertifikat keaslian produk serta regulasi lainnya yang ditetapkan oleh Uni Eropa. Tujuan dari penelitian ini untuk mengetahui hasil dari diplomasi perdagangan yang dilakukan Indonesia dalam ekspor ikan tuna ke Uni Eropa melalui perjanjian Indonesia European Union Comprehensive Economic Partnership Agreement (IEU-CEPA). Penelitian ini menggunakan metode analisis studi kasus dan pendekatan kualitatif serta menggunakan konsep kebijakan perikanan antar lintas negara, non tariff measures, perikanan Indonesia (internal perusahaan) dan diplomasi perdagangan. Dapat dilihat bahwa hambatan Indonesia untuk mengekspor ikan tuna adalah sulitnya mengikuti regulasi yang telah ditetapkan. Hasil penelitian ini menunjukkan bahwa solusi diplomasi perdagangan dengan melakukan reformasi kebijakan dengan memperbaiki aturan kebijakan perikanan sesusaikan dengan Uni Eropa, meningkatkan kompentesi petugas baik (pemerintah maupun pelaku usaha) yaitu mengadakan pelatihan-pelatihan agar memonitor para pelaku usaha dan meningkatkan fasilitas laboratorium berupa memberikan alat-alat yang memadai dalam pemeriksaan laboratorium hal ini dilakukan supaya dapat menyelesaikan hambatan perdagangan non tarif yang terjadi./ This study aims to determine the trade carried out by Indonesia in tuna exports to the European Union. The problem that occurs between Indonesia and the European Union is that tuna exports to the European Union experience non-tariff trade barriers that have been going on for a long time. Trade barriers that occur are such as the difficulty of obtaining health certificates, catch certification, certification of origin, and product authenticity certificates as well as other regulations set by the European Union. The purpose of this study is to determine the results of Indonesia's trade diplomacy in exporting tuna to the European Union through the Indonesia European Union Comprehensive Economic Partnership Agreement (IEU-CEPA). This research uses a case study analysis method and a qualitative approach and uses the concept of cross-border fisheries policy, non-tariff measures, Indonesian fisheries (internal company), and trade diplomacy. It can be seen that the obstacle for Indonesia to export tuna is the difficulty of following the regulations that have been set. The results of this study indicate that the solution to trade diplomacy is to carry out policy reforms by improving fisheries policy rules by the European Union, increasing the competence of officers (government and business actors), namely holding pieces of training to monitor business actors and improving laboratory facilities in the form of providing tools Adequate tools in this laboratory examination are carried out to resolve non-tariff trade barriers that occur
