Abstract

Penulisan dalam skripsi ini, membahas Analisis Kekalahan Incumbent dalam Pemilihan Umum Daerah Daerah Khusus Ibukota Jakarta pada Putaran Kedua 2017. Salah satu alasan yang menjadi latar belakang penulis untuk meneliti judul skripsi adalah, karena pada kontestasi politik pemilihan daerah, kekalahan seseorang atau pasangan yang berkuasa sangat jarang. Oleh karena itu, bagi penulis masalah ini akan menjadi diskusi yang menarik untuk dipelajari dan dianalisis. Tujuan penulisan ini dilakukan dengan meneliti dan menganalisis proses pelaksanaan pemilu di DKI Jakarta pada putaran kedua, yaitu untuk mengetahui dan memahami faktor dan masalah yang menyebabkan petahana Ahok-Dajarot mendapatkan jumlah pemilih yang kecil selama putaran kedua Pilkada dibandingkan dengan putaran pertama pemilihan. Maka, penulis mendasari penulisan penelitian skripsi ini dengan beberapa teori yang relevan untuk menganalisis masalah kasus kekalahan petahana dalam pemilu di DKI Jakarta tahun 2017, putaran kedua. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif. Penulis melakukan tinjauan pustaka dan mengumpulkan data dari hasil tinjauan pustaka yang diperoleh dari berbagai sumber seperti buku, internet, wawancara dan lain-lain. Berdasarkan hasil dari berbagai sumber literatur yang diperoleh menunjukkan bahwa kekalahan petahana dalam Pilkada DKI Jakarta pada putaran kedua 2017 yakni, munculnya beberapa indikator yang menyebabkan kekalahan petahana ketika ada persaingan politik yaitu, petahana mengalami penurunan elektabilitas untuk komunitas pemilih DKI Jakarta karena terjerat dalam beberapa kasus yang membuat beberapa petahana itu sendiri kehilangan dukungan dan kepercayaan dan suara dari masyarakat pemilih. Kata Kunci: Pilkada DKI Jakarta 2017, Kekalahan Petahana Putaran Ke-II, Isu dan Faktor Penyebab Kekalahan Petahanan./ Writing in this thesis, discusses Analysis of Incumbent Defeat in the Regional Election in the Special Capital Region of Jakarta in the Second Round of 2017. One of the reasons that became the background for the writer to examine the title of the thesis is, because in a political contestation of regional elections, the defeat of someone or incumbent couples are very rare. Therefore, for the authors of these problems will be an interesting discussion to be studied and analyze. The purpose of this paper is done by researching and analyzing the process of the implementation of the elections in DKI Jakarta in the second round, namely, to know and understand the factors and problems that led to the incumbent Ahok-Dajarot to get a small voter turnout during the second round of the Pilkada compared to the first round of the elections. Thus, the author underpins the writing of this thesis research with several relevant theories to analyze the problem of the case of incumbent defeat in the elections in DKI Jakarta in 2017, the second round. The method used in this research is descriptive qualitative method. The author conducts a literature review and collects data from the literature review results obtained from various sources such as books, the Internet, interviews and others. Based on the results from various literature sources obtained shows that the incumbent defeat in the DKI Jakarta Regional Election in the second round of 2017 there were several indicators that caused the incumbent defeat when there was political contestation namely, the incumbent experienced a decrease in electability to the DKI Jakarta voter community due to entangled in several cases that made several incumbent itself loses the support and trust and votes of the voting community.
