Abstract
Patients who seek treatment at the Pratama Bina Husada Bakti Clinic have an average waiting time of approximately 95 minutes from coming to treatment until going home for treatment without making a referral to a laboratory or to radiology. That includes a long time in patients waiting in line and does not comply with the Decree of the Minister of Health of the Republic of Indonesia No. 129 of 2008 concerning Hospital Minimum Service Standards which regulates that minimum outpatient service standards that must be carried out by hospitals or other health facilities include opening hours of services starting from 8:00 to 13:00 except Friday starting from 8:00 until 11:00, The category of distance between waiting time and check time that is expected to be satisfactory or unsatisfactory for patients, among others, is when patients come from registering to the counter, queuing and waiting for a call to the general poly to be planted and examined by a doctor, nurse or midwife for more than 90 minutes ( old category), 30-60 minutes (medium category) and ≤ 30 minutes (fast category). The results showed that the identification of outpatient poly business performance processes by looking at the length of waiting for patients at the Pratama Bina Husada Bakti Clinic was up to 80 minutes for old patients, whereas in new patients the waiting time was 65 minutes. The risk categories contained in the Pratama Bina Husada Bakti Clinic are internal process risks due to failure of the process or procedure there are about 10 (ten) risks; human risk (human error) there are about 4 (four) risks; and system risk due to technology and system risk there are about 2 (two) risks. Mitigation is on patient registration using an online system, via sms to whatsapp numbers provided by the Bina Husada Bakti Primary Clinic, or through the Mandiri Registration Platform (APM) which is an innovation service system based on technology and information (IT). Besides that, the addition of doctors on duty becomes 2 (two) general practitioners in 1 (one) shift. Keyword: Operational Risk, Poli, Bina Husada Bakti Pratama Clinic. /Pasien yang berobat ke Klinik Pratama Bina Husada Bakti rata rata lamanya waktu tunggu kurang lebih 95 menit dari datang berobat sampai pulang berobat tanpa melakukan rujukan ke laboratorium atau ke radiologi. Hal itu termasuk waktu yang lama dalam pasien menunggu antrian dan tidak sesuai dengan Keputusan Menteri Kesehatan Republik Indonesia No. 129 tahun 2008 Tentang Standart Pelayanan Minimal Rumah Sakit yang mengatur bahwa standart pelayanan minimal rawat jalan yang harus dilaksanakan rumah sakit atau fasilitas kesehatan lainnya antara lain jam buka pelayanan dimulai dari 08.00 sampai dengan 13.00 kecuali hari Jum’at dimulai dari pukul 08.00 sampai dengan 11.00, Kategori jarak antara waktu tunggu dan waktu periksa yang diperkirakan bisa memuaskan atau kurang memuaskan pasien antara lain yaitu saat pasien datang mulai dari mendaftar ke loket, antri dan menunggu panggilan ke poli umum untuk dianamnesis dan diperiksa oleh dokter, perawat atau bidan lebih dari 90 menit (kategori lama), 30 – 60 menit (kategori sedang) dan ≤ 30 menit (kategori cepat). Hasil penelitian memperlihatkan bahwa Identifikasi proses bisnis kinerja poli rawat jalan dengan melihat lamanya menunggu pasien di Klinik Pratama Bina Husada Bakti adalah hingga 80 menit untuk pasien lama, sedangkan pada pasien baru waktu tunggunya 65 menit. Kategori risiko yang terdapat pada Klinik Pratama Bina Husada Bakti adalah risiko proses internal akibat kegagalan proses atau prosedur (procedure risk) ada sekitar 10 (sepuluh) risiko; risiko manusia (human error) ada sekitar 4 (empat) risiko; dan risiko sistem akibat penggunaan teknologi dan sistem (technology and system risk) ada sekitar 2 (dua) risiko. Mitigasinya adalah pada pendaftaran pasien menggunakan sistem online, melalui sms ke nomor whatsapp yang disediakan oleh Klinik Pratama Bina Husada Bakti,atau melalui melalui Anjungan Pendaftaran Mandiri (APM) yang merupakan inovasi layanan system on line berbasis teknologi dan Informasi (IT). Selain daripada itu, penambahan dokter yang bertugas menjadi 2 (dua) dokter umum dalam 1 (satu) shift. Kata Kunci: Risiko Operasional, Poli, Klinik Pratama Bina Husada Bakti.
