Abstract

Tesis ini adalah hasil penelitian tentang perencanaan ulang rencana induk atau redesain master plan Rumah Sakit Khusus Jantung dan Pembuluh Darah Kendari Propinsi Sulawesi Tenggara. Rumah Sakit Khusus Jantung dan Pembuluh Darah Kendari Propinsi Sulawesi Tenggara ini terletak di Kota Kendari Propinsi Sulawesi Tenggara. Pembangunan Rumah Sakit Khusus Jantung Kendari Propinsi Sulawesi Tenggara dimulai sejak Juni 2018 sampai Januari 2020 melalui Anggaran Pendapatan Belanja Daerah Pemerintah Propinsi Sulawesi Tenggara. Tahap perencanaan sampai pembangunan fisik dilakukan mulai tahun 2018 hingga 2019. Sampai saat ini pelaksanaan fisik baru selesai struktur bawah saja dan semua operasional belum berjalan. Tujuan pembangunan Rumah Sakit Khusus Jantung dan Pembuluh Darah Kendari Propinsi Sulawesi Tenggara ini adalah untuk memenuhi fasilitas kesehatan terutama rumah sakit di ibukota Propinsi Sulawesi Tenggara yaitu Kendari khusus untuk penyakit jantung dan pembuluh darah, yang kemudian akan menjadi rumah sakit khusus pertama milik pemerintah daerah di Propinsi Sulawesi Tenggara. Pembangunannya diarahkan pada pembangunan berkelanjutan yang berwawasan lingkungan sesuai dengan standar dan peraturan yang berlaku. Keluaran tesis tersebut adalah sebuah desain ulang terhadap master plan yang telah ada, mulai dari tahapan perencanaan hingga pemanfaatan lahan, pemanfaatan ruang serta pemanfaatan sumber daya dan kelangsungan hidup ekosistem disekitarnya. Melalui tesis ini diharapkan memberikan masukan bagi perencanaan pembangunan rumah sakit kelas A pada umumnya dan rumah sakit khusus jantung dan pembuluh darah ini khususnya di wilayah lain di Indonesia dan menjadi masukan kepada pemerintah daerah Sulawesi Tenggara. Lokasi Rumah Sakit Khusus Jantung dan Pembuluh Darah Kendari Propinsi Sulawesi Tenggara ini berada 10 m diatas permukaan laut dan terletak di pusat kota Kendari Propinsi Sulawesi Tenggara yang berada dilahan eks RSUD Propinsi Sulawesi Tenggara di Jalan Dr Sam Ratulangi. Lahan yang telah ada ± 5,6 HA dengan topografi relatif datar dan berada di cekungan wilayah lainnya sehingga mempunyai topografi yang lebih rendah dari jalan disekelilingnya. Tesis ini ditujukan untuk bisa menghasilkan suatu produk ilmiah yang memenuhi standar pembangunan, standar kesehatan, standar lingkungan serta memberikan nilai fungsi dan nilai ekonomi serta menjadikan arsitektur berkelanjutan dan berwawasan lingkungan. Nilai lebih lainnya adalah pembangunan ini dapat dilaksanakan secara efektif, efisien dan ekonomis. Kata Kunci: Redesain, Master Plan, Rumah Sakit, Arsitektur berkelanjutan yang berwawasan lingkungan./ This thesis is the result of research on the re-planning of the master plan or the redesign of the master plan of the Kendari Special Heart and Blood Vessel Hospital. Kendari Special Heart and Blood Vessel Hospital is located in Kendari City, Southeast Sulawesi Province. The construction of the Kendari Special Heart Hospital in Southeast Sulawesi began from June 2018 to January 2020 through the Southeast Sulawesi Provincial Government's Regional Budget. The planning stage until the physical construction is carried out from 2018 to 2019. Until now, the physical implementation has only been completed, the lower structure has only been carried out and all operations have not been running. The purpose of the construction of the Kendari Special Heart and Blood Vessel Hospital is to provide health facilities, especially the hospital in the capital city of Southeast Sulawesi Province, namely Kendari specifically for heart and blood vessel disease, which will then become a Classification A special regional government hospital in Southeast Sulawesi Province. Its development is directed at environmentally sustainable development in accordance with applicable standards and regulations. The output of this thesis is a redesign of the existing master plan, starting from the planning stage to land use, space utilization and resource utilization and the survival of the surrounding ecosystem. Through this thesis, it is hoped that it will provide input for planning the construction of class A hospitals in general and special heart and blood vessel hospitals, especially in other regions in Indonesia and become input to the Southeast Sulawesi regional government. The location of the Special Hospital for Heart and Blood Vessels Kendari is 10 m above sea level and is located in the city center of Kendari, Southeast Sulawesi Province, which is located on the site of the former Hospital of Southeast Sulawesi Province on Jalan Dr. The existing land is ± 5.6 HA with a relatively flat topography and is in other basins so that it has a lower topography than the surrounding roads. This thesis is intended to be able to produce a scientific product that meets development standards, health standards, environmental standards and provides functional and economic values and makes development sustainable and environmentally sound.
