Abstract

After the Elimination of Sexual Violence Bill was selected as part of the House of Representatives’ Initiative Bill in the beginning of 2022, the government and people can be relieved because the Bill that was first proposed in 2016 is finally being discussed by the House of Representatives. Apart from the obstacle posed by the parties who rejected the Bill, the high number of victims served as a catalyst for the Bill to be passed. This article aims to explain the urgency of the Bill as a public policy that sides with and protects the victims of sexual violence. By reviewing various literature, the result of this article reveals that the slow discussion of the Bill was caused by d ifferences in perspectives relating to sexual violence and the lawmakers inability to place themselves in the position of the victims, even though the Bill has to be passed in order to protect the victims, who is mostly women and children. Keywords: Policy, Elimination of Sexual Violence Bill, Sexual Violence, Women./ Pasca disetujuinya Rancangan Undang -Undang Tindak Pidana Kekerasan Seksual (RUU TPKS) sebelumnya Rancangan Undang -Undang Penghapusan Kekerasan Seksual (RUU PKS) sebagai RUU inisiatif Dewan Perwakilan Rakyat (DPR) diawal tahun 202 2 ini , pemerintah dan masyarakat bernafas lega karena sudah sejak tahun 201 6 RUU ini diajukan namun baru di awal tahun ini DPR RI menyetujui RUU ini sebagai inisiatif DPR. Selain karena hambatan proses yang terjadi di parlemen oleh partai yang menerima dan menolak RUU ini, tingginya korban menjadi prioritas harus disahkannya RUU ini. Artikel ini berusaha menjelaskan urgensi RUU ini sebagai kebijakan publik yang berperspektif korban atau melindungi korban kekerasan seksual. Artikel ini menggunakan data dari studi literatur, hasilnya menunjukkan bahwa alotnya pembahasan kebijakan ini disebabkan perbedaan persepsi tentan g kekerasan seksual dan pembuat kebijakan ( policy maker ) kurang berperspektif korban , padahal kebijakan ini harus segera disahkan untuk melindungi korban yang sebagian besar adalah perempuan dan anak Kata Kunci: Kebijakan, RUU TPKS , Kekerasan Seksual, Perempuan
