Abstract

Meningkatnya arus peti kemas saat ini di Pelabuhan Tenau dan terbatasnya luas fasilitas lapangan penumpukan peti kemas menyebabkan tingginya utilisasi lapangan penumpukan. Penelitian ini dilakukan untuk menentukan utilisasi lapangan penumpukan dengan menggunakan metode YOR (Yard Occupancy Ratio/ YOR) dan menentukan proyeksi pergerakan arus peti kemas 9 tahun kedepan dengan metode regresi serta membuat optimalisasi utilisasi lapangan penumpukan peti kemas 9 tahun ke depan dengan sejumlah skenario. Hasil penelitian menujukkan bahwa kinerja YOR lapangan penumpukan adalah 102,14%. Angka 102,14% menunjukkan bahwa kinerja YOR Pelabuhan Tenau Kupang sudah sangat buruk karena jauh dari standar kinerja yang ditetapkan Dirjen Perhubungan Laut dan presentasi paling tinggi ditetapkan sebesar 60%. Salah satu solusi untuk mengoptimalkan utilisasi lapangan penumpukan dengan arus peti kemas yang semakin meningkat adalah membuat sejumlah skenario optimalisasi utilisasi lapangan penumpukan. Hasil penelitian menunjukkan bahwa skenario terbaik untuk mengoptimalkan utilisasi lapangan penumpukan peti kemas adalah dengan menurunkan dwelling time menjadi 3 hari. Kata kunci: Yard Occupancy Ratio/YOR, dwelling time, peti kemas, lapangan penumpukan, Pelabuhan Tenau Kupang/ABSTRACT At present, increasing the flow of containers at Seaport of Tenau, Kupang and the limited area of container yard facilities have led to high utilization of the storage yards. This research was conducted to determine the utilization of the container yard using the YOR (Yard Occupancy Ratio / YOR) method and to determine the projected movement of container flows in the next 9 years using the regression method and to optimize the utilization of the container stacking field for the next 9 years with a number of scenarios. The research show that the YOR performance of the stacking yard is 102,14%. The figure of 102,14% indicates that the YOR performance of Tenau Kupang Seaport is already bad because of the performance standard set by the Director General of Sea Transportation and the highest percentage is set at 60%. One solution to optimize the utilization of the stacking yard with the increasing flow of containers is to make a number of optimization scenarios for the utilization of the stacking yard. The results show that the best scenario to optimize the utilization of the container yard is to reduce the dwelling time to 3 days.
