Abstract
Perkembangan teknologi digital dan masifnya penggunaan media sosial telah memunculkan bentuk kekerasan baru terhadap perempuan, salah satunya Non Consensual Intimate Images (NCII), yaitu penyebaran atau ancaman penyebaran konten intim tanpa persetujuan korban. NCII merupakan bagian dari Kekerasan Berbasis Gender Online (KBGO) yang menimbulkan dampak serius terhadap kondisi psikologis, sosial, dan ekonomi korban, khususnya perempuan. Di Indonesia, peningkatan kasus NCII belum sepenuhnya diimbangi dengan mekanisme perlindungan korban yang efektif dan berperspektif gender. Oleh karena itu, penelitian ini merumuskan permasalahan utama mengenai bagaimana peran UN Women dalam perlindungan perempuan terhadap NCII sebagai bentuk KBGO di Indonesia. Penelitian ini menggunakan Teori Organisasi Internasional dari Clive Archer untuk menganalisis peran UN Women sebagai instrumen, arena, dan aktor, serta konsep Kekerasan Berbasis Gender Online dari Powell dan Henry untuk memahami NCII sebagai kekerasan yang berakar pada ketimpangan relasi gender. Metodologi penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif-analitis dan studi kasus. Teknik pengumpulan data dilakukan melalui studi dokumentasi terhadap laporan UN Women, peraturan perundang-undangan nasional, literatur akademik, serta sumber sekunder lain yang relevan, dengan validasi data melalui triangulasi sumber. Temuan penelitian menunjukkan bahwa UN Women berperan signifikan dalam perlindungan perempuan dari NCII melalui advokasi kebijakan, penguatan norma internasional, peningkatan literasi digital berbasis gender, serta fasilitasi kerja sama antara pemerintah dan organisasi masyarakat sipil. Peran UN Women juga terlihat dalam kontribusinya terhadap penguatan kerangka regulasi dan peningkatan kesadaran publik mengenai KBGO. Kesimpulan penelitian ini menegaskan bahwa meskipun peran UN Women penting dan strategis, efektivitas perlindungan terhadap perempuan dari NCII masih memerlukan sinergi kebijakan nasional yang lebih komprehensif dan responsif terhadap perspektif gender. Kata kunci: NCII; Kekerasan Berbasis Gender Online; UN Women; Perlindungan Perempuan; Indonesia. / The rapid development of digital technology and the widespread use of social media have generated new forms of violence against women, one of which is Non Consensual Intimate Images (NCII), defined as the distribution or threat of distribution of intimate content without the victim’s consent. NCII constitutes a form of Online Gender-Based Violence (OGBV) that causes serious psychological, social, and economic harm, particularly to women. In Indonesia, the increasing prevalence of NCII has not been fully matched by effective, gender-responsive victim protection mechanisms. Accordingly, this study formulates the main research problem of how UN Women plays a role in protecting women from NCII as a form of OGBV in Indonesia. This research employs the International Organization Theory proposed by Clive Archer to analyze the role of UN Women as an instrument, arena, and actor, alongside the concept of Online Gender-Based Violence developed by Powell and Henry to conceptualize NCII as violence rooted in gendered power inequalities. The methodology used is qualitative with a descriptive-analytical approach and a case study design. Data collection is conducted through document analysis of UN Women reports, national legal frameworks, academic literature, and other relevant secondary sources, with data validity ensured through source triangulation. The findings indicate that UN Women plays a significant role in protecting women from NCII through policy advocacy, the strengthening of international gender norms, the promotion of gender-sensitive digital literacy, and the facilitation of cooperation between government institutions and civil society organizations. UN Women’s contributions are also reflected in efforts to strengthen regulatory frameworks and increase public awareness of OGBV. This study concludes that while UN Women’s role is important and strategic, effective protection of women from NCII still requires stronger synergy with comprehensive and gender-responsive national policies.
