Abstract
Permasalahan pemukiman padat/kumuh dipinggiran sungai/kali sering ditemui di Indonesia hal tersebut terjadi karena populasi penduduk Indonesia semakin bertambah setiap harinya yang menyebabkan area darat sudah penuh dan harga jual/sewa tanah maupun bangunan perumahan sudah cukup mahal, sehingga daerah aliran sungai (DAS), kolong jembatan maupun saluran / gorong-gorong yang dimana merupakan saluran pembuangan limbah dijadikan tempat tinggal sementara oleh beberapa masyarakat, namun karena kurangnya sosialisasi, penertiban area saluran dan tata ruang yang baik dari pemerintah sehingga para penghuni tersebut menjadi menetap. Khususnya dampak dari pemukiman padat yang berada dipinggiran sungai ini menyebabkan lebar sungai menjadi menyempit, banyak sampah yang dibuang kesungai juga penumpukan lumpur yang menyebabkan peninggian muka air sungai karena jarang di keruk/dibersihkan. Pemukiman kumuh yang telah menjamur tersebut merupakan masalah serius yang harus selesaikan. Dengan mendata jumlah penduduk, profesi/pekerjaan, fungsi rumah dan juga menetapkan standarisasi desain/model bangunan rumah yang tepat agar mendapatkan solusi terbaik bagi masyarakat melalui kebijakan peraturan pemerintah daerah (PERDA) setempat dalam hal ini seperti konsep “Rumah panggung dengan Teknologi Apung”. Melihat kondisi existing (Aktual di lapangan) dalam satu unit rumah pinggir sungai tersebut dihuni oleh 1 keluarga (4-6 orang) terdapat MCK Bersama, Adapun beberapa orang ada yang memiliki keramba untuk beternak ikan. Material bangunan yang digunakan untuk menopang pondasi dan bangunan menggunakan, “Kayu Ulin” sebagai material utama yang dimana sisi bawah rumah sering dipakai untuk parkir perahu. Kondisi existing tersebut dapat menjadi daya Tarik/objek wisata jika di rancang dan direncanakan dengan baik tertata rapih tanpa harus menghilangkan/menghancurkan kondisi yang ada (Existing). Konsep Apung dapat diterapkan untuk rumah tinggal maupun fasilitas pendukung lainnya (Restoran, keramba, jembatan, dll) Kata kunci : Konstruksi teknologi Apung, Rumah Panggung, Kayu Ulin ,Sungai arut-kalimantan tengah / The problem of dense settlements/slums on the banks of rivers/rivers is often found in Indonesia. This occurs because the Indonesian population is increasing every day which causes the land area to be full and the selling/rental price of land and residential buildings is quite expensive, so that the river basin (DAS), under bridges and channels/culverts which are waste disposal channels are used as temporary residences by some people, but due to the lack of socialization, regulation of channel areas and good spatial planning from the government so that these residents become permanent. In particular, the impact of dense settlements on the banks of the river causes the width of the river to narrow, a lot of garbage is thrown into the river as well as the accumulation of mud which causes the river water level to rise because it is rarely dredged/cleaned. The mushrooming slum settlements are a serious problem that must be resolved. By recording the number of residents, professions/occupations, house functions and also establishing appropriate design/model standards for house buildings in order to get the best solution for the community through local government regulations (PERDA) policies in this case such as the concept "Stilt House with Floating Technology". Looking at the existing conditions (Actual in the field) in one unit of the riverside house occupied by 1 family (4-6 people) there is a shared toilet, while some people have fish cages for farming. The building material used to support the foundation and building uses, "Ilin Wood" as the main material where the bottom of the house is often used for boat parking. The existing condition can be an attraction/tourist object if it is designed and planned well and neatly arranged without having to remove/destroy the existing conditions (Existing). The Floating Concept can be applied to residential homes and other supporting facilities (Restaurants, fish cages, bridges, etc.) Keywords : Floating technology construction, stilt houses, ironwood, Arut River, Central Kalimantan
