Abstract

Internalisasi nilai-nilai dasar Aparatur Sipil Negara (ASN) merupakan salah satu aspek penting dalam penguatan budaya organisasi di lingkungan pemerintahan. Penelitian ini bertujuan untuk menganalisis bagaimana proses internalisasi nilai-nilai dasar ASN yang diterapkan di Deputi Pengawasan dan Pengendalian Badan Kepegawaian Negara (BKN) Pusat serta bagaimana dampaknya terhadap penguatan budaya organisasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif kualitatif. Data dikumpulkan melalui wawancara mendalam dengan narasumber dari ASN di lingkungan Deputi Pengawasan dan Pengendalian BKN Pusat, observasi langsung terhadap praktik internalisasi nilai, serta studi dokumentasi kebijakan yang berkaitan dengan etika dan budaya kerja ASN. Analisis data dilakukan dengan teknik reduksi data, penyajian data, dan penarikan kesimpulan untuk mendapatkan pemahaman yang lebih mendalam mengenai proses internalisasi nilai dalam organisasi. Hasil penelitian menunjukkan bahwa internalisasi nilai-nilai dasar ASN dilakukan melalui berbagai strategi, seperti sosialisasi nilai, pelatihan berkala, serta pembinaan langsung dari pimpinan. Faktor utama yang mendukung proses internalisasi ini adalah kepemimpinan yang kuat, kebijakan yang jelas, serta keterlibatan aktif seluruh ASN. Namun, masih terdapat beberapa kendala, seperti resistensi perubahan dari individu tertentu dan lemahnya mekanisme evaluasi keberlanjutan terhadap penerapan nilai-nilai tersebut. Internalisasi nilai-nilai dasar ASN di Deputi Pengawasan dan Pengendalian BKN Pusat berperan penting dalam membentuk budaya organisasi yang profesional, akuntabel, dan berorientasi pada pelayanan publik. Oleh karena itu, diperlukan peningkatan penerapan strategi yang lebih sistematis dan berkelanjutan untuk memastikan internalisasi nilai-nilai tersebut berjalan secara optimal. Kata Kunci : Internalisasi, Nilai-Nilai Dasar ASN, Budaya Organisasi, BKN Pusat / Internalization of the basic values of the State Civil Apparatus (ASN) is one of the important aspects in strengthening organizational culture in the government environment. This study aims to analyze how the internalization process of ASN basic values is implemented at the Deputy for Supervision and Control of the Central Civil Service Agency (BKN) and how it impacts on strengthening organizational culture. This research uses a qualitative approach with a qualitative descriptive method. Data were collected through in-depth interviews with resource persons from ASN in the Deputy of Supervision and Control of the Central BKN, direct observation of the practice of internalization of values, and study of policy documentation related to ASN work ethics and culture. Data analysis was carried out using data reduction, data presentation, and conclusion drawing techniques to gain a deeper understanding of the value internalization process in the organization. The results showed that the internalization of ASN basic values was carried out through various strategies, such as socialization of values, periodic training, and direct coaching from the leadership. The main factors that support this internalization process are strong leadership, clear policies, and active involvement of all ASNs. However, there are still some obstacles, such as resistance to change from certain individuals and weak sustainability evaluation mechanisms for the application of these values. In conclusion, the internalization of ASN basic values in the Deputy of Supervision and Control of the Central BKN plays an important role in shaping a professional, accountable, and public service-oriented organizational culture. Therefore, it is necessary to improve the implementation of a more systematic and sustainable strategy to ensure that the internalization of these values runs optimally.
