Abstract

Diplomasi maritim merupakan instrumen penting dalam menghadapi ancaman Illegal, Unreported, and Unregulated Fishing (IUUF) yang membahayakan keberlanjutan ekosistem laut dan stabilitas ekonomi kawasan. Studi ini membahas diplomasi maritim Indonesia dan Australia melalui kerja sama bilateral, khususnya melalui Indonesia-Australia Fisheries Surveillance Forum (IAFSF) dalam mengatasi IUUF di wilayah perbatasan maritim kedua negara, seperti Laut Timor dan Laut Arafura. Namun, efektivitas kerja sama bilateral Indonesia dan Australia dalam kerangka Indonesia-Australia Fisheries Surveillance Forum (IAFSF) masih menghadapi berbagai tantangan. Penelitian ini berfokus pada analisis efektivitas IAFSF dalam menekan praktik IUUF di wilayah perbatasan maritim Indonesia dan Australia. Salah satu faktor utama yang menyebabkan ketidakefektifan IAFSF adalah karena ketidakpedulian sebagian nelayan Indonesia terhadap aturan yang sudah ditetapkan oleh Indonesia dan Australia, hal ini menjadi faktor penghambat utama keberhasilan forum ini. Meskipun IAFSF telah mencakup kampanye informasi publik, patroli gabungan, penegakan hukum, serta alternative livelihood, keterlibatan masyarakat masih minim dalam memahami dampak IUUF. Penelitian ini menggunakan metodologi kualitatif untuk mengeksplorasi efektivitas diplomasi maritim dalam IAFSF, dengan konsep IUUF dan konsep efektivitas sebagai kerangka analisis. Kolaborasi ini menunjukkan bagaimana diplomasi maritim dapat berperan dalam melindungi sumber daya perikanan serta menciptakan ekosistem laut yang berkelanjutan di kawasan perbatasan. Namun, tanpa partisipasi aktif dan kesadaran dari nelayan Indonesia, serta dukungan yang konsisten dari pemerintah dalam hal edukasi dan pengawasan, upaya diplomasi maritim berisiko tidak mencapai tujuan yang diharapkan. Kata kunci: Diplomasi Maritim, IUU Fishing, Indonesia-Australia Fisheries Surveillance Forum, Kerja Sama Bilateral / Maritime diplomacy is an important instrument in addressing the threat of Illegal, Unreported, and Unregulated Fishing (IUUF), which endangers the sustainability of marine ecosystems and regional economic stability. This study examines Indonesia and Australia's maritime diplomacy through bilateral cooperation, particularly through the Indonesia-Australia Fisheries Surveillance Forum (IAFSF) in addressing IUUF in the maritime border areas of the two countries, such as the Timor Sea and the Arafura Sea. However, the effectiveness of bilateral cooperation between Indonesia and Australia within the framework of the Indonesia-Australia Fisheries Surveillance Forum (IAFSF) still faces various challenges. This research focuses on analyzing the ineffectiveness of the IAFSF in curbing IUUF practices in the maritime border areas of Indonesia and Australia. One of the main factors contributing to the lack of effectiveness of the IAFSF is the indifference of some Indonesian fishermen toward the rules established by Indonesia and Australia, which has become the primary obstacle to the success of this forum. Although the IAFSF has covered Public Information Campaigns, joint patrols, law enforcement, and alternative livelihoods, community involvement is still minimal in understanding the impact of IUUF. This study uses qualitative methodology to explore the effectiveness of maritime diplomacy in the IAFSF, with the concepts of IUUF and effectiveness as the analytical framework. This collaboration demonstrates how maritime diplomacy can play a role in protecting fishery resources and creating a sustainable marine ecosystem in border areas. However, without the active participation and awareness of Indonesian fishers, as well as consistent support from the government in terms of education and monitoring, maritime diplomacy efforts risk falling short of their intended goals.
